Description

From SAM.gov

Director, Submarine Programs (DSP), via the New Attack Submarine (SSN(X)) Program Office (PMS 351), is issuing this pre-solicitation synopsis to notify industry partners of an upcoming Area of Interest (AOI) notice under 10 U.S.C. § 4022 Other Transaction (OT) Authority. The formal AOI notice will launch as early as next week to identify qualified, interested vendors capable of performing the planned scope of work. This forthcoming opportunity will solicit competitive industry concepts to leverage Super Intelligence to advance the design of a novel SSN(X) System Arrangement Concept Design and reduce technical risk associated with its integration within a hydrostatically balanced Whole-Ship Submarine Concept Design (SCD).

Interested source teams are encouraged to monitor this space and submit a simple, non-proprietary Expression of Interest (EOI). Parameters of the response are as follows:

  • Subject Line: SSN(X) Concept Design - Expression of Interest [Your Company Name]
  • Required Information:
    • Company Name and CAGE Code
    • Point of Contact (Name, Email, Phone)
    • Short statement confirming interest in the forthcoming AOI (limit to 1-2 sentences)
    • Identify if your company is a non-traditional or traditional defense contractor
    • Provide a brief description of your company’s capabilities that would address this opportunity (limit to 3-5 sentences)

Vendors should refer to 10 U.S.C. ⸹ 4022(d)(1) which provides the conditions for industry participation in an OT.

This EOI does not serve as a question-and-answer forum. Please submit response to the Government Points of Contact as stated in this notice. Responses must be received by the Government Points of Contact via email no later than 12:00 a.m. Eastern Time 13 November 2026.

This opportunity is not to be construed as a commitment by the Government, nor will the Government reimburse respondents for any submitted information provided in response to this notice. Opting not to submit any response does not preclude participation in this AOI or any future engagements. It is the responsibility of industry to monitor the Government Point of Entry (GPE) for official AOI communications.

GOVERNMENT POINTS OF CONTACT:

  • Agreements Officer – David Radell (david.l.radell.civ@us.navy.mil)
  • Agreements Specialist – Kathleen Dwyer (kathleen.t.dwyer.civ@us.navy.mil)

DEADLINES:

  1. EOI Responses: 12:00 a.m. Eastern Time on 13 November 2026.
