02Proposal Outlines

An outline you can start writing under on day one.

Every Section L instruction-to-offerors becomes a heading you can fill in. Volumes, exhibits, tables, and figures - pre-built so your writers spend their week on substance, not document architecture.

  • Section L → Heading Mapping

Every instruction-to-offerors becomes a heading you can write under, in the right Volume.

  • Two-Level Compliance QC

Reviewed against submission instructions and evaluation factors before delivery.

  • TOC, Exhibits, Tables, Figures

Scaffolding pre-built so your writers focus on content, not formatting battles.

03Compliance Matrix

Every shall, will, and must - accounted for.

  • Every Shall / Will / Must

Each mandatory requirement extracted, numbered, and traced back to its solicitation source.

  • Section L + M Cross-Reference

Submission instructions and evaluation criteria mapped to the same line item.

  • Owner & Status Per Row

Built for color-team review - gaps surface before they show up in red team.

04Cross-Reference

A map that tells evaluators exactly where you answered.

Submission-ready navigation that points the SSEB directly to the response for each Section L and Section M item - page, paragraph, line. Removes guesswork on technically compliant proposals.

  • Direct Evaluator Map

Tells the source-selection board exactly where in your proposal each requirement is answered.

  • Volume → Page → Paragraph

No requirement gets lost between volumes; no evaluator hunts for a response.

  • Submission-Ready Index

Drops directly into Volume I as the navigation aid contracting officers expect.

Margins, font, line spacing, page counts - every submission rule, every volume.

  • Transmittal Letter Coverage

Cover letter, FAR clauses, representations, certifications - nothing forgotten.

Questions people ask

Government proposal samples: questions and answers

Are these real government proposal samples?

Yes. They are deliverables our proposal team built for real solicitations as part of paid Advanced Packages, drawn from awarded responses and reviewed for OPSEC before publishing: cover pages, outlines, compliance and cross-reference matrices and submission checklists.

Can I download a sample proposal?

No. The samples are preview only, to protect the clients they were built for. The one free download is a blank compliance matrix template in Excel.

What does a government contract proposal contain?

Usually a cover letter, a technical volume, a management volume, past performance, a price volume and the forms the solicitation asks for, in the order its instructions set. The federal proposal template guide walks through each volume.

How is a compliance matrix different from a cross-reference matrix?

The compliance matrix is your internal list of every requirement, its owner and where it is answered. The cross-reference matrix is the short table some solicitations ask you to submit, mapping their instructions to your page numbers.

Can I get these deliverables for my own RFP?

Yes. An Advanced Package builds them for your solicitation within one business day; see Expert Pre-Buy Packages. Or build the outline and the matrix yourself with the proposal outline generator and the AI compliance matrix.
