Description

From SAM.gov

The Naval Surface Warfare Center, Indian Head Division (NSWC IHD), Contracts Department intends to issue a Firm-Fixed-Price (FFP) contract on a sole source basis to Northrop Grumman Systems Corporation. The NAICS is 332993. The Contractor shall develop and produce new Austempered Ductile Iron (ADI) 5 Inch Projectile Bodies compatible with the MK 45 Gun Weapon System.

In accordance with 10 USC §4022, the Government will be awarding a follow-on FAR contract. The Naval Energetic Systems and Technologies (NEST) Request for Prototype Projects (RPP), under which this prototype OTA was awarded, included provisions for a follow-on production contract. The prototype OTA award for the ADI 5 Inch Projectile Bodies development and qualification was competitively awarded and the associated tasks mentioned above were delivered successfully and accepted by the Government as the basis for the prototype build. The participant in the OTA (Northrop Grumman Systems Corporation) successfully completed the prototype projects provided for in N001742390042. As such, the requirements of 10 USC §4022(f)(1) and DFARS 206.001-70 have been met and a follow-on contract for production can proceed without further competition.

THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 4022(f)(1), as implemented in DFARS 206.001-70, Exception for prototype projects for follow-on production contracts. This notice of intent is not a request for competitive proposals nor does it restrict the Government from an ultimate acquisition approach; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. This notice should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published.

All interested sources shall provide the organization name, address, point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number, and CAGE Code. In addition, all interested sources shall provide a summary of their company’s capabilities.

All responding sources must email their response submissions no later than 4:00 pm EST, 18 November 2026 to:
