IFB 10222937 Geological Exploration Drilling

The purpose of this contract is for DWR to receive assistance from contractors to explore groundwater resources in the Salton Sea watershed to support vegetation enhancement projects at the dust suppression areas.

You are invited to review and respond to this Invitation for Bid (IFB) number 10222937 for Geological Exploration Drilling. The anticipated term of this agreement is one year with two (2) one-year Options.

The purpose of this contract is for DWR to receive assistance from contractors to explore groundwater resources in the Salton Sea watershed to support vegetation enhancement projects at the dust suppression areas.

**Location where work will be performed:** Salton Sea (Please see Exhibit A, Attachment 1)

Bidder Minimum Qualifications

• The Contractor is required to possess a valid C-57 Water Well Drilling License with the California State Contractor's License Board.
• The Contractor must employ and be able to provide at least two (2) Drillers who meet the minimum requirements stated herein. The Contractor must provide at least two (2) resumes of the Drillers who will be performing the drilling. The Drillers must have at least five (5) years of documented experience on their resumes in applicable drilling projects.
• The drilling crew for each drilling rig used by the Contractor in the performance of this contract will include one (1) Driller and at least two (2) Driller's Helpers. The Contractor must provide at least two (2) resumes of the Driller’s Helpers. The Driller's Helpers must have at least six (6) months of drilling-related experience documented on their resumes in applicable drilling projects.

**Submission:** Bids must be submitted by United States Postal Service (USPS) mail, hand delivery, United Parcel Service (UPS), express mail, or Federal Express. Bids must be received by **December 9, 2026 at 4:00 pm**.

All bids must be submitted under sealed cover. The sealed cover must be plainly marked with the IFB title and number, must show your firm’s name and address, and must be marked with “DO NOT OPEN.” A minimum of two signed bids must be submitted. One bid must be submitted in hardcopy. One bid must be submitted in an electronic format (Word and/or PDF File) on a USB Drive.

**Evaluation:** The final selection will be made on the basis of the lowest responsible bid meeting the specifications. The contract will be awarded to the lowest responsible bidder after consideration of any applicable preferences.

**DVBE participation is required:** a minimum of three percent (3.0%) commitment. Failure to fulfill the DVBE requirement will render your bid non-responsive and shall be cause for bid rejection.

The anticipated term of this agreement is one year with two (2) one-year Options. Anticipated start date of agreement is February 2027.
