RFP No. 27-01 Groundwater Recovery System Operations & Maintenance Services

The Jacksonville Port Authority (JAXPORT) is soliciting proposals from qualified and licensed companies to provide GROUNDWATER RECOVERY SYSTEM OPERATIONS AND MAINTENANCE SERVICES for the former Armour Fertilizer Facility (currently occupied by Enstructure, LLC), located at Talleyrand Marine Terminal (TMT), Jacksonville Florida 32206. All employees assigned to work under this contract will be required to have a TWIC Badge for access to certain areas of the Port and its Marine Terminals.

Furnish all supervision, labor, material and equipment to complete GROUNDWATER RECOVERY SYSTEM OPERATIONS AND MAINTENANCE SERVICES for the former Armour Fertilizer Facility at Talleyrand Marine Terminal. The scope of work includes but is not limited to performance monitoring, FDEP/JEA regulatory report services and specific tasks as detailed in the following:

• TASK 1 – Scheduled System Operations and Maintenance
• TASK 2 – Scheduled Hydraulic Monitoring
• TASK 3 – FDEP Groundwater Analytical Monitoring and Reporting
• TASK 4 – JEA Effluent Analytical Monitoring, Reporting and Certification
• TASK 5 – Client and Agency Meetings

Submission

Proposals and all required supplemental material listed in Article III must be electronically submitted in PDF format only through the OpenGov Procurement Portal. Proposal documents submitted through Email or Fax will not be accepted or considered. JAXPORT no longer accepts any proposal packages submitted by Mail or Hand-Deliveries. Proposals will be publicly opened via "ZOOM" Meeting.

Evaluation

This is an evaluated contract and JAXPORT intends to award a Contract to one (1) Proposer receiving the highest number of points. Evaluation criteria:

• Proposed Rates (Task 1-5) for initial period of three (3) years - (Max 35 Points)
• Qualifications and Experience in Remedial Corrective Actions Implementation - (Max 20 Points)
• Qualifications and Experience of Primary Leads Assigned to Project - (Max 20 Points)
• Past and Present Performance on Similar Projects during last five (5) years - (Max 15 Points)
• Office Location of the Proposed Project Team - (Max 10 Points)

Contract term

The term of the agreement for these services is intended to be for an initial period of three (3) years starting January 1, 2027 through December 31, 2029 with two (2) additional, one (1) year renewal options made at the sole discretion of JAXPORT.

Site visit

A Pre-Proposal Conference and Site Visit will be held. Participants must wear a hard hat, safety boots, safety vests and bring a valid photo ID for security check.
