What the bid is for

The City of Lakeland is seeking to use the Progressive Design Build delivery method to provide needed upgrades and updates to the Glendale and Northside Wastewater Reclamation Facilities. The purpose of this RFQ is to select a Design-Build firm that can utilize existing information provided by the City and/or other sources, review current technology, and provide the most cost-efficient design and construction associated with preliminary and final designs, permitting, bidding, construction management.

Scope

The key goals of the project are the installation of a new solar drying facility or an equivalent recommended facility, replacement of the existing intermediate pump station located at the Glendale site, replacement or upgrades for equipment and systems as needed in the system, and to seek opportunity to increase plant capacity. The City of Lakeland is currently interested in solar drying from site visits to other plants but will consider other facilities that will achieve consistent class AA biosolids, with exception to composting.
