On-Call Transportation Parts and Repairs

This Request for Qualifications (“RFQu”) is to solicit proposals from qualified and experienced Proponents to provide On-Call Transportation Parts and Repairs as needed for Clayton County Public Schools (“CCPS” or “District”). A detailed Scope of Services (“SOS”) is set forth in this RFQu.

Clayton County Public Schools (“CCPS”) is seeking to qualify Proponents for On-Call Transportation Parts and Repairs. All onsite repairs will be performed at the three (3) transportation facilities located in Jonesboro, Riverdale and Lovejoy, Georgia.

The district currently maintains 329 support vehicles and 467 buses.

Proponent must furnish all necessary equipment and services necessary to fulfill the requirements specified in this solicitation. All repair work must be performed in accordance with Original Equipment Manufacturer (OEM) procedures and guidelines. OEM parts and OEM-recommended oils, seals, gaskets, and other necessary supplies, are preferred for all repairs, regardless of the nature or extent of the failure.

Proponent must immediately notify the CCPS Transportation Department or designee if any required repair cannot be performed within the scope of this RFQu to ensure the bus fleet remains fully operational.

Minimum Requirements

• Proponent must have at least two (2) years of experience diagnosing issues troubleshooting mechanical and electrical problems, and performing scheduled maintenance on the vehicles listed in this RFQu.
• Proponent must be a fully licensed and qualified to perform diesel, gasoline, and propane engine repairs, transmission repairs, electrical system repairs, and air and hydraulic brake system services.
• Proponent’s workmanship must be of good quality and meets or exceeds the current industry standards.
• Proponent must be authorized and approved by the manufacturer to perform work covered under the manufacturer’s vehicle warranty. Documentation of manufacturer authorization must be provided upon request.
• Proponent must provide a minimum ninety (90) day warranty on all labor and workmanship associated with repairs and services performed under this contract. During the warranty period, the Proponent must correct any deficiencies at no additional cost.
• All parts supplied and installed by the Proponent must carry a minimum ninety (90) day warranty to cover defects in materials and workmanship. Any applicable manufacturer warranties that exceed ninety (90) days must passed through to CCPS.
• Proponent must order and maintain an adequate inventory of all necessary parts and supplies. All parts must have a maximum turnaround time of two (2) days. If additional time is required, the Proponent must immediately notify CCPS Transportation Department or designee, and provide the reason for the delay and an estimated delivery timeline.
• Proponent must provide a written warranty covering all labor, supplied parts, and workmanship associated with the services performed.
• Proponent must ensure that all repairs performed meets the approval of the Transportation Department or designee.

**Submission:** Sealed Responses to this RFQu will be received by the CCPS Purchasing Department until **3:00 P.M., Eastern Standard Time (EST) on Wednesday, December 3, 2026**. CCPS will only accept **online submissions** for this RFQu. Oral, telephonic, facsimile, emailed and mailed proposals will not be considered. Proposals and all required forms must be fully completed, signed in ink and uploaded in Bonfire under the correct solicitation.

Responses submitted to this RFQu must be valid for a period of one-hundred-eighty (180) calendar days from the Response Submission Deadline and must be marked as such.

**Evaluation:** CCPS desires to select the Proponent(s) whose response(s) are determined to be the most advantageous considering the technical evaluation criteria specified in this RFQu.

• Organizational Qualifications and Financial Capability: 10 points
• Cost Proposal: 25 points

• Oral Presentations/Interviews: 10 points

**Intent to Award:** CCPS intends to make multiple awards; however, CCPS reserves the right to make one (1) award or no award.

**Term:** The initial term of this Agreement shall be for one (1) year, and may be automatically renewed for four (4) successive one (1) year terms upon the same terms and conditions.

**Bonding and Insurance:** The Bonding and Insurance requirements for any Agreement that may be awarded pursuant to this RFQu are set forth in Appendix B, General Terms and Conditions.

**Oral Presentations/Site Visits:** If required, oral presentations and site visits will be held during the week of January 6-8, 2027.
