Pre-Advertisement Notice for On Call P.O.S.T Certified Security Services

The City of Atlanta, on behalf of Department of Parks and Recreation, will shortly undergo a Multi-Step Competitive Sealed Bid procurement process comprised of a prequalification phase, followed by an Invitation for Bid (IFB) toward the procurement qualified P.O.S.T.-certified officers. Services include providing scheduled and on-call public safety and security services at City parks, facilities, events, and other designated locations.

The contractor shall furnish management, supervision, manpower, equipment, and supplies necessary to provide Peace Officer Standards and Training (POST) certified security services as described herein.

Each Bidder and each of the Bidder's sub-contractors must meet the following minimum qualifications:

1. Minimum of three (3) years experience, including supervisors, providing POST Certified Officers for security purposes
2. The primary contractor or his/her designee managing all POST Certified personnel must be POST Certified
3. Service Provider must act in compliance with Federal, State and local jurisdictional and POST Certified requirements and Standard Operating Procedures

The successful proponent shall provide POST certified officer services on an on-call basis for sites including, but not limited to, sites listed in this document. [...] The Department of Parks and Recreation may require on-call POST Certified officers on short notice but will attempt to request services no less than 24 hours prior to commencement of the assignment.

Potential sites include:

• Outdoor Pools (Open Memorial Day to Labor Day each year)
• Football Game Sites (End of August through November)
• Basketball Game Sites at Community Centers throughout the City
• Oakland Cemetery
• Blvd Englewood
• Swimming Competitions at Indoor Natatoriums
• Baseball Games at City Parks
• Other Park and Recreation Locations, as needed

**Small Business Opportunity:** The SBE goal for this project is **35% SBE**. Each bidder must submit with its bid the *Covenant of Non-Discrimination (SBO-1)*, outreach efforts documentation (*SBO-2*), and a subcontractor project plan. Failure to timely submit these forms, fully completed, will result in the bid being considered as a non-responsive bid.

All prospective proponents shall visit the sites of proposed work.

No work under the agreement may be commenced until all insurance and bonding requirements contained in this Appendix B, or required by applicable law, have been complied with and evidence of such compliance satisfactory to City as to form and content has been filed with City.
