Notice is hereby given that pursuant to Chapter 103D, Hawai'i Revised Statutes, as amended, County of Hawai'i is requesting bids for TWO (2) NEW DOUBLE CAB 4X4 PICKUP TRUCKS.

Furnish and deliver TWO (2) NEW DOUBLE CAB 4X4 PICKUP TRUCKS complete as specified, for the Department of FIRE.

General specifications

The proposed vehicle shall be the latest model year, and the bidder shall indicate which production year shall be provided for the vehicle that is proposed. The proposed vehicle shall be new (not "demonstrators"), shall meet these detailed specifications, and shall meet the manufacturer's catalog descriptions. [...] A CATALOG/BROCHURE SHALL ACCOMPANY THE SUBMITTED BID. The County will allow a maximum of 180 days from the date of the Notice to Proceed for the delivery of the vehicle; bids that indicate longer delivery schedules may be rejected.

Vehicles, trailers, and accessories shall be completely assembled, serviced, in good running order, and shall be properly registered with the County of Hawaii Department of Finance Vehicle Registration and Licensing division prior to delivery.

• REQUIRED ACCESSORIES: Rain guard vent shades shall be provided on all applicable doors prior to delivery.
• MANUALS: Each vehicle shall be delivered with one (1) set of the appropriate owner's, repair, and parts manuals, describing basic operating instructions, location of controls, recommended maintenance, parts, etc. Electronic downloadable versions are preferred over printed versions, if available.
• WARRANTY: Each vehicle shall be covered by a minimum thirty-six (36) month bumper to bumper warranty.
• DELIVERY: Delivery for the proposed vehicle, unless otherwise noted, shall be made to the Hawaii Fire Department - 95 Kea'a St., Hilo, Hawaii, 96720. The proposed vehicle must be delivered with a FULL tank of fuel.
• COLOR: Unless otherwise specified, the proposed vehicle shall be delivered with the manufacturer's standard WHITE color.
• RUST PROOFING: Line-X or another locally applied equal, with minimum three-year/36,000 mile written warranty, is required.
• WINDOWS AND LOCKS: Electrically operated. Remote keyless entry.

**Submission method:** Sealed tenders will be received electronically on or before the due date of Thursday, November 19, 2026, not later than **2:30 pm Hawai‘i Standard Time (HST)** on the OpenGov Procurement System, and publicly opened at 2:30 pm in the Office of the Purchasing Division, Department of Finance, County of Hawai‘i, 25 Aupuni Street, Hilo, Hawai‘i.

Any request for approval to substitute any item or take exception to any specification, special provision or general condition, or clarification must be received through the OpenGov Procurement System on or before Thursday, November 12, 2026 at 4:00 pm. All potential Bidders are advised that the County of Hawai‘i reserves the right to reject any offer or proposal that does not follow these instructions.

All offers shall be electronically submitted via the OpenGov Procurement System, in accordance with the requirements of this Solicitation. Offers transmitted via any other means other than as specified in the solicitation shall be deemed unacceptable and shall be rejected.

When submitting its offer, one (1) redacted copy of the offer shall be provided at the same time the offer is submitted via the Procurement Portal.

An offer security deposit or bond is not required for this IFB.

No Insurance or Certificate is required for this IFB.

The prospective Offeror shall possess the following license(s) to cover the type of work contemplated for this IFB: Licensed to convey and sell motor vehicles in accordance with all State and County laws and regulations.

No federal funds will be used for this procurement.
