2026 REQUEST FOR PROPOSALS-Owner's Representative Services Proposed Boone County Government Center

The Boone County Board of Commissioners is seeking proposals from qualified firms to provide owner’s representative services for the planning, design, procurement, construction, commissioning, occupancy, and closeout of a proposed Boone County Government Center, anticipated to be located near the existing Boone County Justice Center site. The selected firm will act solely in the County’s interest and will provide independent leadership, coordination, oversight, analysis, and reporting throughout the project.

The Boone County Board of Commissioners is seeking proposals from qualified firms to provide owner’s representative services for the planning, design, procurement, construction, commissioning, occupancy, and closeout of a proposed Boone County Government Center, anticipated to be located near the existing Boone County Justice Center site. The selected firm will act solely in the County’s interest and will provide independent leadership, coordination, oversight, analysis, and reporting throughout the project.

Proposers must demonstrate at least five (5) years of experience providing owner’s representative, program management, or construction management advisory services, including successful delivery of comparable county, municipal, civic, or other public-sector facilities.

Proposals must be submitted electronically by **3:00 p.m. on December 1, 2026**. Proposers shall not contact individual Commissioners, County employees, departments, consultants, or other representatives regarding this solicitation except through the designated contact.

The Board of Commissioners reserves the right to amend, suspend, cancel, or reissue this RFP; to reject any or all proposals; to waive informalities; and to award all, part, or none of the requested services, to the extent permitted by law. Selection does not obligate the County to award a contract.
