FY27-28 Contract Sewer Repair Program

The City of Davenport is accepting bids from qualified vendors for the Contract Sewer Repair Program. This is an indefinite quantity, indefinite delivery task order contract. [...] There is a minimum of $250,000 worth of work and a maximum of $1,600,000 worth of work for the fiscal year for which this program’s funding has been allocated. The contractor is guaranteed $250,000 worth of work under the initial contract award. There is also one option year for this contract for which the minimum contract amount is $250,000, with the maximum amount subject to FY2028 funding levels. The City reserves the right to award an initial contract to multiple responsive and responsible bidders.

The proposed improvements consist of removing concrete, asphalt, and composite pavements and sidewalks; excavation; repair and/or removal and replacement of multiple sizes of pipes of various materials; backfilling excavated areas with compacted crushed rock or native materials; replacing pavements; repair and/or removal and replacement of storm and sanitary sewer structures as necessary; seeding and/or sodding; and other work related thereto throughout the City of Davenport as noted elsewhere within this contract.

After sewer defects are identified by Sewer Maintenance Division staff, the City will notify the contractor regarding which tasks are to be issued. All work on those tasks shall be completed on or before thirty (30) calendar days following the date of Contractor notification.

The most current versions of the Statewide Urban Design and Specifications (SUDAS) and City of Davenport Supplemental Specifications to the SUDAS shall govern this work, except as modified herein.

Bids must be submitted through the City of Davenport e-bidding system (https://davenport.ionwave.net); no emails, faxes, paper copies or any other submission method will be accepted. Within the system, each tab of the Invitation to Bid must be reviewed and responded to accordingly.

Bid prices for both years shall be submitted with the contractor’s initial bid submission. Both years’ bids will be considered when determining which contractor is selected to perform the work, and any bids that do not show a reasonable progression of bid prices will be eliminated from consideration as being unbalanced.

All approved monthly progress payments will have three percent (3%) retainage withheld until final acceptance by the City.
