Online Business and Legal Investigative Platform

The Maryland Department of Labor (MD Labor) requires the Contractor to provide unlimited continuous access to and usage of its business and legal research services. The Contractor shall provide secure, and user-friendly access to the subscription service for a five (5) year contract term serving sixty (60) Government Professional users within the agency (This number is subject to fluctuations in personnel staffing changes that are likely to occur over the contract term.

Core Content & Database Access

At a minimum, the business and legal research service must include information on the following components:

• Federal: Federal judicial and administrative decisions; Federal and bankruptcy statutes, regulations, and rules; Federal legislation and legislative history.
• State & Territorial: State judicial decisions for all fifty (50) states, U.S. Territories, and the District of Columbia; State statutes, regulations, rules, legislation, and legislative history (including bill tracking); State bankruptcy filings.
• Maryland-Specific Materials: Maryland administrative decisions, statutes, regulations, and rules (including but not limited to the Code of Maryland Regulations - COMAR); Maryland State Bar Association (MSBA) publications; Citation services; Maryland Criminal Appellate Briefs; Maryland State Constitution and court rules.
• Specialized Legal & Business Practice Areas of law, including related sub-categories.
• Secondary Sources, Publications, & Reference Tools.
• Statutory & Constitutional Annotations: Current and historical full-text annotated coverage of state and federal constitutions and court rules.

Platform Search & Navigation Functionality

The platform must provide:

• Natural language and Terms & Connectors (Boolean) search capabilities.
• A legal dictionary with Latin and English phrases.
• User-friendly visual interface with visual mapping of search results.
• Citation services, including "Find by Citation".
• Search filtering by jurisdiction, court, attorney name(s) listed on briefs/cases, or topical areas.
• Reporter publication status for all cases, with the ability to download PDF versions of judicial opinions as they appear in official reporters.
• Appellate and trial briefs/pleadings for all federal and state courts.
• Mobile device access (including dedicated applications for smartphones and tablets).

Operational Support & Delivery Requirements

• Ongoing & Refresher Training: Periodic on-site and remote online training for new employees and refresher sessions for existing employees upon request, at no additional charge.
• New User Onboarding: Training for new personnel within two (2) weeks of being hired or enabled as a user.
• Credentialing: Delivery of new user login identifications and passwords within one (1) business day of request.
• Provide telephone, online, and customer service support as needed without additional charge.

**Submission:** Proposals will only be accepted through the State's eMaryland Marketplace Advantage (eMMA) e-Procurement system. Submit on emma.maryland.gov under Solicitation Number BPM058165. To submit a bid, bidders must first register on emma.maryland.gov.

This is a **Small Business Reserve Procurement** for which the award will be limited to certified small businesses.

A Contract will be awarded in accordance with the Competitive Sealed Bidding method under COMAR 21.05.02. Multiple or alternate Bids will not be accepted.

Contract Type: Firm fixed price. Contract Duration: Five (5) Years with no options.
