What the bid is for

The Maryland Aviation Administration (MAA) is issuing this Invitation for Bids (IFB) to procure Runway Traction Sand. It is the State's intention to obtain items, as specified in this IFB, from a Contract between the awarded Bidder and MAA. [...] The State is issuing this multi-step solicitation for the purpose of providing information to Bidders interested in preparing and submitting bids to meet MAA's requirement for delivering sand for runway skid control on an as-needed basis for BWI Marshall Airport.

The MAA intends to make a single award as a result of this IFB.

Scope

The MAA is seeking bids from qualified Bidders to provide and deliver sand for runway traction control in accordance with the specifications in this IFB on an 'as needed' basis by MAA for BWI Marshall Airport. All quantities are estimates and are not to be construed as a minimum or maximum.

The awarded bidder will also be responsible for providing a continuous quality control program throughout the production of this material. Quality of sand delivered must continue to meet specifications throughout the duration of the contract. MAA reserves the right to test sand of all deliveries to ensure quality standards are met.

The bidder will be responsible for all transportation, shipping and delivery charges. Delivery of sand will be accepted between the hours of 7:00 AM and 3:30 PM. All deliveries will require MAA personnel be present. Deliveries shall be made to BWI Thurgood Marshall Airport, Field Maintenance, 1009 Air Cargo Service Road, Baltimore, Maryland 21240.

It is the intent of these specifications to provide MAA with washed sharp sand free of all stones, debris, salts, and other corrosive agents and contaminates in compliance with the gradation table below:

| Sieve Designation | Percent by Weight Passing |
| --- | --- |
| 8 | 100 |
| 80 | 0-2 |

All traction sand shall meet specifications listed in AC No. 150/5200-30D. The traction sand shall meet the recommended gradation as listed on Table 4-2 of the Advisory Circular.
