Supply General Labor Services for Solid Waste Operations - MBE 5% SBR Procurement

The Maryland Environmental Service is soliciting competitive sealed bids from qualified Contractors to provide general labor services on an as needed basis at the following MES-operated facilities: the Midshore I Transfer Station and Landfill, the Midshore II Landfill (Midshore II) and the Caroline County Homeowner Dropoff (HODO) facilities.

The exact number of laborers requested daily will be at the discretion of the MES Manager from each facility, requested in advance of 18 hours. Workers must be able to communicate in English effectively and orally.

The contractor shall provide general labor services for three (3) projects:

1. The Midshore I Transfer Station and Landfill (Midshore I), 7341 Barkers Landing Road, Easton, MD 21601
2. The Midshore II Landfill (Midshore II), 12236 River Road, Ridgely, MD 21660
3. Caroline County Homeowner Dropoff Facilities: Holly Road Site, 11930 Holly Road, Ridgely, MD 21660; Melville Collection Site, 16643 Melville Road, Henderson, MD 21640; Federalsburg Collection Site, 4230 Old Denton Road, Federalsburg, MD 21632; Preston Collection Site, 105 Back Landing Road, Preston, MD 21655

**Submission method:** MES will only accept **Electronic Bids** on MES Procurement Portal (https://menv.bonfirehub.com/). Mailed, Emailed, Faxed, or Hand Delivered (paper) bids will not be accepted.

Bids will be opened electronically in public at the date and time specified in the solicitation. The Bid Tabulation shall be posted on MES Procurement Portal within 48 hours from the bid opening.

This procurement has been designated as a **Small Business Reserve Procurement**. To be eligible for this procurement, your company must have a current small business certification from the Governor's Office of Small, Minority & Women Business Affairs (GOMA).

An overall MBE subcontract participation goal of five percent (5%) of the total amount of the bid has been established for this procurement. All bidders must return completed and signed MBE Attachment A with their bid responses.

The basis of award shall be the lowest responsive Total Bid Price in Words from a responsible bidder.

There are no bonding requirements for this project.

The initial term of the Contract shall be for one (1) year period, starting from issuance of a written notice-to-proceed from the MES Project Manager (or his designee) with an option to renew the contract for up to four (4) additional one-year terms at the rates not increased more than three percent (3%) per year above the rates established on the Services Bid Form, at the discretion of MES.
