DDS 27-06 Fire Sprinkler Upgrade Residential Group Home#2, Taunton

The Commonwealth of Massachusetts Department of Developmental Services (DDS) invites sealed bids for:

Replacement of an existing NFPA 13 dry system with a new NFPA13R wet sprinkler system as well as associated electrical / fire alarm coordination and the construction of new soffits to conceal the wet sprinkler system piping in accordance with the project’s plans and specifications.

Pursuant to M.G.L. c. 30, §39S(a) (2) all employees to be employed on the project must have successfully completed a course in construction safety and health approved by OSHA and of at least 10 hours in duration.

The Contractor must provide written verification as detailed in the General Conditions of compliance with Federal Department of Homeland Security Requirements, including but not limited to the Employment Eligibility Verification (Form I-9) Process.

**Submission method:** Proposals will ONLY be submitted electronically online via COMMBUYS website by the General Bids & Sub-bids Submission Deadline dates on forms furnished by the Department of Developmental Services (DDS). [...] Contract, Specifications and/or Plans will ONLY be available at COMMBUYS from 10/28/2026 through general bid opening.

Each General bid and sub-bid proposal must be secured by an uploaded photocopy of an accompanying deposit of **5%** of the total bid amount, including all alternates, in the form of a bid bond, a certified treasurer’s or cashier's check made payable to the Commonwealth of Massachusetts. After the bid results are posted, the three lowest bidders will mail with tracking (or Fedex) the Awarding Authority the original 5% bid deposit to the name and address above. Subsequent to Award, Contractor must be capable of securing Performance & Payment Bonds each in the amount specified in the Contract Documents.

The Contract will be awarded to the lowest responsible and eligible Bidder as determined by the Awarding Authority. [...] The Awarding Authority will award the Contract within approximately thirty (30) days, Saturdays, Sundays, and legal holidays excluded after the opening of Bids in accordance with M.G.L. c.149 §44A.

The estimated time for completion of the Work is one hundred and twenty days (120) from Notice to Proceed Letter. Liquidated damages for failure to complete work on time is $500 per day.

Contract is subject to Supplier Diversity and Workforce Participation Requirements as noted in the Contract Documents, Part IV, Appendix A.

Pre-Bid Site Visit is NON-MANDATORY for General Contractor and will be held at 10:00 AM Thursday 11/05/2026.
