M27005 Notice of Opportunity License of Dental Suite for Outpatient Dental Practice

The Commonwealth of Massachusetts, acting through the Department of Public Health and Western Massachusetts Hospital (WMH), invites interested dental providers to submit proposals for the opportunity to license an existing dental suite located at WMH for the operation of an independent outpatient dental practice providing general dentistry services.

WMH is seeking a dental provider interested in establishing and operating its own practice in the space. The presence of an on-site dental practice will also provide WMH with a convenient location to which it may refer patients requiring general dental services.

The selected respondent will enter into a License Agreement with WMH for use of the dental suite. WMH anticipates entering into a separate contract with the selected respondent for the provision of dental services, subject to all applicable procurement requirements and approvals. Selection under this NOO does not, by itself, award a dental service contract.

The dental suite is located within Western Massachusetts Hospital at 91 East Mountain Road, Westfield, Massachusetts. Available information regarding the space includes:

• Approximately 1,470 square feet of clinical and support space.
• Four dental operatories and associated support areas, subject to verification during a site visit.
• Parking and building maintenance provided by WMH.
• HVAC, water, electricity, and other building services available subject to the final License Agreement.

Interested respondents are encouraged to inspect the space and determine whether it is suitable for their proposed practice. Any improvements, installations, alterations, or other changes to the space will be subject to WMH approval and the final License Agreement.

The selected respondent will be responsible for the costs associated with establishing and operating its dental practice except as otherwise agreed in the final License Agreement.

**Written responses required.** One electronic copy of the written response should be sent by email to denise.e.grasty@mass.gov no later than **November 30, 2026, 5PM EST**.

Responses should be concise and should provide sufficient information for WMH to understand the respondent and its proposed use of the space. At a minimum, please include:

• The respondent's legal name, business address, primary contact, and a brief description of the organization and its experience operating a general dentistry practice.
• A brief description of the outpatient dental practice proposed for the WMH space, including anticipated days and hours of operation and an anticipated opening date.
• The proposed license fee and any other proposed financial or business terms.
• Any improvements, equipment installations, or other changes to the space the respondent anticipates requesting.
• Any exceptions, requested changes, assumptions, or alternative terms the respondent would like WMH to consider.

Anticipated Term: Initial five (5) years, with the option to extend for up to two additional years, for a final end date of June 30, 2034. Anticipated License Fee: **$13,500 per year** for each of the first five years (**$67,500 total**), subject to confirmation of fair market rental value and negotiation. Anticipated Electricity Contribution: **$743 per month**.
