Grounds and Landscaping Maintenance Services

The purpose of this contract is to provide the County with service for Grounds and Landscaping Maintenance Services to Existing County Facilities. The Scope of Work encompasses all items specified within this Technical Specification.

Hours of Operation

The Contractor shall perform their operations between Monday and Friday between 6:00 a.m. and 3:30 p.m. (Work performed near residential buildings shall not commence until after 8:00 a.m.) during the term of the Contract.

Spring Clean-up

• Spring Clean-up shall be completed by May 1st. The Contractor shall remove all winter debris, leaves, sticks, and trash accumulated over the winter season.
• The Contractor shall remove all dead and broken branches from trees and bushes.
• The Contractor shall edge all landscape beds to a depth of four (4) inches that border turf areas and shall install a 2” application of fresh mulch surrounding trees, planting, and landscape beds.

Fall Clean-Up

• Fall Clean-ups will take place from the 4th Week in September, or at determination of Facilities, to the last week of November.
• The Contractor shall provide end-of-season pruning of all shrubs and bushes throughout the fall season and eliminate any tree branches and limbs that may create a potential hazard.

Mowing and Lawn Care

• The Contractor shall cut the turf once per week, or more often if required, at a height of 3” to 3.5” as conditions dictate throughout the growing season.
• After mowing, the Contractor shall provide sweeping or blowing of cut grass and leaves from all areas, including stairs and entrances.

Aeration and Overseeding

• The Contractor shall conduct Aeration and overseeding for all turf areas encompassed within this scope of work.
• The Contractor shall notify the Division of Facilities Management of aeration scheduling a minimum of Two (2) days before the start of aeration.

Mulching

- The Contractor is also required to fluff mulch areas once a month.

Reporting

- Monthly reporting of products used, quantities used, staff hours, or unusual conditions.

Equipment List

Respondent shall provide one (1) list of current landscaping equipment and one (1) list of equipment that is typically rented and/or leased throughout the season.

Proposals must be either 1) submitted electronically through the Bonfire portal (sussex.bonfirehub.com), or 2) enclosed in a sealed envelope bearing the name and address of the Respondent with the name of the proposal on the outside of the envelope.

If submitted by mail or hand-delivery, the Respondent’s sealed proposal must be submitted to the Office of Central Purchasing, Sussex County Administrative Center, First Floor, 1 Spring Street, Newton, NJ 07860.

All questions/inquiries concerning this proposal must be made via the Bonfire portal. Any addenda will be posted on the Bonfire portal.

Contract Term

First year effective from January 1, 2027 through December 31, 2027 with the County reserving the right to renew for one (1) consecutive year from January 1, 2028 through December 31, 2028.

Contract Award

The Contract shall be awarded to the lowest responsive and responsible Respondent based on the Total of Bid Items 1–11 for Year 1, as indicated on the Pricing Proposal.

Insurance

• Worker's Compensation and Employer's Liability Insurance with limits of not less than $1,000,000.00.
• General Liability Insurance with limits of not less than $1,000,000.00 for Bodily Injury and Property Damage Liability each occurrence and $2,000,000.00 General Aggregate.
• Automobile Liability Insurance with limits of not less than $1,000,000.00.

Respondent shall provide at least Three (3) references.
