This Bid Solicitation is issued by the Department of the Treasury, Division of Purchase and Property (Division), Procurement Bureau, on behalf of the New Jersey Department of Transportation (NJDOT), Statewide Agencies, and the Cooperative Purchasing Participants. The purpose of this Bid Solicitation is to solicit Quotes for a Bucket Truck, as specified herein.
It is the intent of the State of New Jersey (State) to award Contracts to those responsible Bidders whose Quotes, conforming to this Bid Solicitation are most advantageous to the State, price and other factors considered. The State may award any or all price lines.
The Bid Solicitation and State-Supplied Price Sheet contains twelve (12) Price Lines, which are grouped as follows:
The Division intends to make one (1) Statewide Contract award per cab and chassis make and model for Price Line 1 on which the service body, aerial lift with bucket, hydraulic generator, and inverter shall be mounted, based on the lowest group price index for each cab and chassis (Price Line 1) bid for the Group. For example:
Bidders may offer any equivalent makes and models that meet the technical requirements of the Bid Solicitation.
Price Lines 1 through 11 are grouped to create a single award. Bidders must bid on Price Lines 1 through 11 in order for its Quote to be considered responsive. [...] Price line items are grouped for Quote evaluation purposes only. Upon Contract award, Using Agencies will be able to order any price lines within the Group individually. NOTE: Price Line 12 is a net line and will not be used for evaluation. Price Line 12 will be added to all awarded Contracts.
Bidders must submit, with their Quote submission, a completed and signed Specification Conformance Form.
**Submission method:** In order to be considered for award, the Quote must be received electronically by the Division’s Proposal Review Unit, through NJSTART, by the required date and time. Quotes not received prior to the Quote opening deadline shall be rejected.
Quotes will be publicly opened and announced by telephone conference on the date and time of the quote opening.
The Bureau does not intend to invoke the Best and Final Offer process (Bid Solicitation Section 8.12) for this procurement. As such, Bidders are encouraged to submit their best and final Quote pricing for each price line bid with its Quote submission.
The Division will electronically accept questions and inquiries from all potential Bidders via the “Q&A” Tab of the Bid Solicitation in NJSTART.
