SUNY Canton is seeking Statements of Qualifications (SOQs) from consultants to provide a Study and then Design and Construction Administration services to Reconstruct Portions of Cornell Drive.
Cornell Drive is the main access and service road on campus which traverses approximately 1.5 miles and was last reconstructed in 1998. [...] Now, 14 years later the pavement condition has continued to deteriorate and could be argued that the current rating is 5 with distress that is frequent and moderate to severe and the condition looks poor and needs major work.
Program Budget
The construction budget is **$4,000,000**.
The services indicated below shall include, but not be limited to the following:
Provide a study to investigate the existing conditions of Cornell Drive. The study shall include a geotechnical evaluation and pavement cores to identify the sections of Cornell Drive that need a full depth reconstruction of the roadway, areas that require improvements to the underdrainage, and sections of Cornell Drive that it would be advantageous to perform Cold-In-Place Asphalt Recycling.
Examine pedestrian usage of Cornell Drive. Identify areas that require addition pedestrian safeguards, such as the pedestrian crossing adjacent to Kennedy Hall and potential pedestrian crossings east of the Residence Hall adjacent to the Grasse River and leading to a possible future Riverwalk.
Following a successful program study, the campus will negotiate an agreement for design and construction administration services with the firm determined to be the most qualified under this solicitation.
Time of Completion Schedule
SOQs must be received by **4:00 p.m. on Tuesday, November 10, 2026**. Submit one (1) hard/paper copy of the complete qualifications, which must have original signatures and one (1) flash drive. SOQs may be hand delivered or mailed to the attention of Megan Warren, Director of Procurement. Electronically transmitted qualifications will be rejected.
No cost proposals are to be submitted with the qualifications. Cost proposals will be requested only after a consultant selection is made.
A contract will be awarded to the firm, which in the professional judgment of the selection committee, is deemed as the "most qualified" firm for the project.
SUNY hereby establishes an overall goal of 30% for MWBE participation, 16% for Minority-Owned Business Enterprises ("MBE") participation and 14% for Women-Owned Business Enterprises ("WBE") participation. [...] SUNY hereby establishes an overall goal of 6% for SDVOB participation for this solicitation.
