What the bid is for

The Village of Irvington requests proposals from qualified New York State licensed architectural and engineering firms for feasibility evaluation, design, bidding assistance and construction administration for a proposed new passenger elevator at Village Hall, 85 Main Street, Irvington, New York. This is a professional services solicitation; construction will be procured separately.

Scope

Existing Conditions and Alternatives

Survey relevant building areas and available drawings; assess access routes, floor elevations, structural systems, utilities, fire protection, egress, and possible elevator locations. Evaluate at least two viable alternatives where feasible, including interior/exterior placement, elevator technology, impacts on usable space and operations, accessibility, life-cycle costs, maintenance, and constructability. Identify needed testing, hazardous-material surveys, and investigations as proposed additional services. Present a recommendation with conceptual plans, order-of-magnitude costs, and a preliminary schedule. Confirm the existing elevator manufacturer, model, rated 2,500-pound capacity, and 120-feet-per-minute speed, equipment configuration, and current operating condition; assess modernization versus replacement where feasible.

Design Development and Construction Documents

Following Village approval of an alternative, prepare coordinated architectural, structural, civil (if needed), mechanical, electrical, fire alarm/fire protection, elevator and accessibility design. Provide drawings, technical specifications, construction phasing, and an independent construction cost estimate. Deliver review packages at approximately 50%, 90%, and 100% completion, responding to consolidated Village comments. Final permit and bid documents shall be signed and sealed by appropriate New York State licensed professionals.

Procurement Assistance

Prepare a complete public construction bid package with clear performance specifications that encourages competitive bidding and avoids unnecessary proprietary restrictions. Attend a pre-bid meeting, respond to bidder questions, prepare technical addenda, review bids for technical responsiveness, and provide a written award recommendation. The Village will administer the construction procurement.

Construction Administration and Closeout

Provide periodic site observations, attend progress meetings as needed, review submittals and shop drawings, respond to RFIs, review payment applications and proposed changes, assess substantial completion, prepare punch lists, and assist with final inspections, testing, acceptance, record drawings, warranties, operation and maintenance manuals, and training.

Deliverables

Provide searchable PDF and editable native CAD/BIM files, specifications, cost estimates, and schedules.
