What the bid is for

The City University of New York (“CUNY” or “University”) seeks to procure an Enterprise Content Management Tool (“CMT”) to support the University’s system-wide social media operations across 26 campuses and Central Office. A centralized CMT is required to easily streamline social media content, assess and evaluate crisis communications, and support effective communication with students, faculty, staff, alumni, donors, government agencies, and other stakeholders. CUNY currently oversees approximately 1,300 social media accounts across seven platforms, collectively reaching an audience of more than 930,000 users.

Scope

The proposed CMT should provide the University with the following:

  • An enterprise-level license supporting at least 110 users, with predictable and scalable user expansion.
  • A mobile app that supports full functionality for on-the-go management.
  • Tools to create, publish, schedule, and review content that meets platform-specific specifications and dimensions.
  • Central Office “super administrator” controls enabling enterprise-wide oversight, including the ability to suspend posting across all accounts if necessary.
  • Central Office authority to manage user access, including the ability to invite, assign, suspend, and adjust user allocations for each campus.
  • Collaboration tools that allow cross-team coordination and joint content development across the system.
  • College-level autonomy to manage internal teams, designate user roles, set approval workflows and connect their own social media accounts directly to their team’s workspace, without requiring Central Office to complete the connection on their behalf.
  • Tools to coordinate and standardize content publishing to ensure timely, accurate University-wide messaging.
  • Real-time engagement and communication tools to enhance responsiveness across platforms.
  • An AI-enabled tool capable of providing alt text and alternative social media copy to support digital accessibility standards.
  • Ability to create, maintain, and export customized analytical reports to measure performance and support senior leadership in data-driven decision-making.
  • A social listening tool that monitors public sentiment, key topics, and emerging trends to support strategic planning, competitive benchmarking, and rapid response.
  • A designated CMT account representative or point of contact to provide product updates, troubleshooting assistance, guidance on user expansion and adoption, customer support, and facilitate onboarding and training workshops for new and existing users to build proficiency of content management tools.
  • Monthly or bi-monthly account reviews that provide guidance on performance, optimization opportunities, and emerging industry trends.
  • Provide implementation support for onboarding users, including guidance on account setup, permissions, workflows, content scheduling, publishing, reporting, and other core platform functions and features
  • Develop and deliver instructor-led training sessions for social media staff.
  • Provide training materials, user guides, recorded sessions, or other documentation that can be used for ongoing staff onboarding and reference after implementation.
  • Describe its approach for supporting future growth in platform usage, including the ability to add users as organizational needs evolve.

Contractor shall perform the Services remotely. Contractor shall provide and use its own equipment for its staff providing the Services.
