FALKNER PARK RESTROOM BUILDING

The Village of Youngstown, New York (hereinafter "the Village" or "Owner"), is soliciting competitive proposals from qualified, licensed general contractors for the construction of a new public restroom building at Falkner Park located within the Village of Youngstown, Niagara County, New York.

The purpose of this RFP is to obtain competitive proposals from qualified contractors to construct a new ADA-compliant, wood-framed restroom building with vinyl siding exterior at Falkner Park. [...] The Village intends to award a single lump-sum or unit-price contract for all construction work shown in the Contract Documents to the responsive and responsible Proposer whose proposal is most advantageous to the Village, taking into account all evaluation criteria set forth in Section 6 of this RFP.

The Work consists of the complete construction of a new single-story, wood-framed public restroom building with vinyl siding exterior at Falkner Park, Village of Youngstown, New York. The building superstructure is entirely wood-framed. There is no masonry construction of any kind in this project.

Scope of Work includes, but is not limited to:

• Site clearing, demolition of any existing structures, and grading
• Earthwork and excavation for concrete footings and utilities
• Cast-in-place concrete footings and slab-on-grade (no masonry)
• Complete wood-frame construction including exterior walls, interior partitions, and roof framing
• Structural wall and roof sheathing with weather-resistive barrier
• Vinyl siding, vinyl soffit, and vinyl trim accessories at all exterior wall surfaces
• TPO membrane roofing system with full flashing
• Exterior and interior doors, hollow metal frames, and all hardware including remote access lock systems
• All thermal insulation and moisture protection
• FRP wall panels in all interior wet areas
• Floor and wall tile in restroom areas
• Gypsum wallboard and painting
• All restroom accessories and specialties
• Complete domestic water supply, sanitary waste and vent, and all plumbing fixtures
• Frost-free exterior hose bibbs
• Electric wall heaters in all restroom spaces
• Complete electrical service, distribution, branch circuits, devices, and lighting
• Remote access door lock system with cellular connectivity
• Fire detection and alarm system as required by code
• Site work including ADA-accessible concrete walks, connections to utilities, and site restoration

**Submission:** Bids shall be submitted in a sealed opaque envelope clearly labeled: "SEALED BID – Falkner Park Restroom Building – File No. 25-086-C – DO NOT OPEN BEFORE BID OPENING." Bids shall be submitted on the Owner-provided *Bid Form* only. Late bids will not be accepted and will be returned unopened.

Bids shall remain in effect and irrevocable for a period of sixty (60) calendar days following the bid opening date.

**Mandatory** pre-proposal site visit: Proposers shall attend the mandatory pre-proposal site visit as set forth in Section 4.3 of this RFP.

Questions must be submitted no later than seven (7) calendar days prior to the scheduled bid opening.

This is a public works project subject to the requirements of New York State Labor Law Article 8. Each Bidder shall execute and submit with the Bid Form a Non-Collusion Affidavit.

Insurance: Commercial General Liability minimum $1,000,000 per occurrence; $2,000,000 aggregate. Automobile Liability minimum $1,000,000 combined single limit. Builder's Risk and Workers' Compensation and Employer's Liability are also required.

Section 00 43 13 (Bid Bond) is NOT included in this Project Manual and is expressly excluded from this project. Section 00 61 13 (Performance Bond and Payment Bond) is NOT included and is expressly excluded from this project.

Retainage of ten percent (10%) shall be withheld from each progress payment until the Work is fifty percent (50%) complete.
