What the bid is for

ESD is seeking proposals from qualified engineering consulting firms or teams of firms ("Selected Respondent") to provide comprehensive planning, technical, environmental, and project management oversight. The primary goal is to support the GO-SEMI office as it prepares for the physical growth and expansion of the semiconductor ecosystem across New York State. This contract would provide ESD with assistance in planning, design and engineering, to include the analysis of required public infrastructure investments, advancement of regional industrial site readiness, and supporting expedited environmental permitting, entitlements and approvals for the semiconductor supply chain.

The GO-SEMI Office within ESD has been tasked with oversight and facilitation of semiconductor industry growth in New York, including identification, management and support for direct state investments.

Scope

Task 1. Permits and Environmental Approvals Oversight

Task 1 focuses on navigating the complex regulatory landscape by mapping, tracking, and communicating the path to obtain all necessary federal, state, and local environmental permits and approvals for GO-SEMI-related site and infrastructure projects and to assist GO-SEMI's efforts in advising private firms in navigating New York's regulatory framework. [...] ESD is estimating a requirement of approximately 120 hours per month of staff time to be devoted to Task 1.

Task 2. Infrastructure Planning and Investment Oversight

Task 2 identifies critical infrastructure projects necessary to support growth of the semiconductor supply chain. This task also drives fiscal responsibility and program alignment by seeking prioritization for agency infrastructure budgets and implementation timelines into a unified project master schedule. [...] ESD is estimating a requirement of approximately 120 hours per month of staff time to be devoted to Task 2.

Task 3. Site Readiness and Supply Chain Planning

Task 3 accelerates market readiness through advanced analysis, site planning, and civil/utility engineering design for heavy industrial footprints. It delivers actionable site development strategies, technical analysis, and engineering to position properties as globally competitive, "shovel-ready" opportunities. [...] ESD is estimating a requirement of approximately 120 hours per month of staff time to be devoted to Task 3.

In addition to the identified tasks and deliverables outlined below, the successful vendor will also be expected to provide additional related services on an as-needed basis during the performance of Tasks 1 through 3.
