What the bid is for

The North Carolina Department of Natural and Cultural Resources, Division of State Parks, (hereinafter, “Department”), requires a Vendor to provide septic tank pumping and disposal services for Mount Mitchell State Park (hereinafter, “Park”). The Vendor shall provide all necessary materials, tools, and equipment.

Mount Mitchell State Park currently relies on a temporary wastewater management system while construction and commissioning of a new permanent septic system are underway. To ensure uninterrupted park operations and protect public health and environmental resources, wastewater generated from park facilities is collected in a 10,000-gallon holding tank that requires regular pumping and off-site disposal by a licensed and qualified contractor.

The intent of this solicitation is to award an Agency Specific Contract.

Scope

Mount Mitchell State Park is located at 2388 NC-128, Burnsville, NC 28714. The entrance to the park is off the Blue Ridge Parkway. The Blue Ridge Parkway is closed north of the park. Access to the park is from the Asheville side of the Blue Ridge Parkway only.

  • Pumping and Disposal: Provide septic tank pumping and disposal services for one (1) 10,000-gallon septic tank at Mount Mitchell State Park. The Vendor shall pump, transport, and legally dispose of all waste, supplying all required equipment and labor to perform the work.
  • Service Schedule: The Contractor shall furnish pumping services on an as-needed basis annually from April 15 through November 15. Routine service is not expected between November 15 and April 15 due to seasonal restroom closures. The Contractor shall continue to provide services as required until the Park's replacement septic system is fully operational and accepted by the Park.
  • Frequency: Perform pumping on an as-needed basis (anticipating once per week early in the season and potentially increasing to twice per week as visitation rises). Monday and Friday are the preferred service days to help prevent weekend issues. Additional service trips may be required based on actual usage. The Vendor shall coordinate scheduling with the Park, which will use its restroom flow meter to monitor wastewater volume.
  • Truck Capacity: Anticipate an average removal volume of approximately 3,000 to 3,500 gallons per truckload; however, actual quantities may vary based on conditions and usage.
  • Documentation: Provide a service ticket for each visit indicating the date of service, the number of gallons pumped, and the disposal location.
  • Compliance: Maintain all required permits and comply with all applicable regulations governing the transport and disposal of septage, as well as adhere to all Park rules.
