Summary fields on this page were extracted by AI from the bid documents. Always verify dates, amounts and requirements against the official solicitation.

What the bid is for

The single-family residence located at 182 Congress Street needs repairs and comprehensive rehabilitation. The historic home, constructed in 1918 encompasses approximately 1,612 square feet. A structural engineering report, from Live Oak Consultants, indicates multiple structural deficiencies, and the Lead-Based Paint Risk Assessment conducted by Volkmar Consultants confirms the presence of lead-based paint hazards on both the interior and the exterior of the residence.

The City is seeking a qualified firm to provide high quality, multi-faceted construction services in an organized, detail-oriented, and timely manner. The selected firm will be responsible for overseeing and implementing the required construction repairs as outlined in the specifications, as well as delivering a lead cleared residence.

Scope

The 182 Congress Street Rehabilitation Project seeks a qualified team to execute site rehabilitation activities in accordance with the CDBG Program and Lead Safe Housing Rule. The selected construction firm will be responsible for comprehensive renovation including the following components:

  • Refer to Attachment A, *Specifications For Bid*, for more detailed scope description.
  • Structural repairs to be performed as per the Structural Engineer's report's recommendations, Attachment D.
  • Damaged Exterior siding requires replacement in-kind.
  • The rear chimney flue requires hand demolition. BAR approval obtained 06/26/2023.
  • Historic Terne metal roof requires replacement.
  • Other repairs to the property are necessary to ensure adequate security, safety and sanitation.
  • Coordinating inspections, testing and certifications as required.
  • Contractor will provide post construction lead clearance testing.

This rehabilitation will be paid for with City of Charleston Housing and Community Development department CDBG funds and Historic Charleston Foundation funds. The scope is divided by location: the Historic Charleston Foundation will distribute funds and provide a contract for the exterior work only, and the City of Charleston HCD will distribute funds and provide a contract for the interior work only.

Bids must include a budget that clearly outlines the costs associated within each work area. Identify any financial limitations or assumptions that could impact the cost.
