Crossings Park Improvements Phase 2 Bristol Sports Arena-Skate Park and Pump Track

The Town of Hilton Head Island ("Town" or "Owner") is soliciting sealed proposals from qualified and properly licensed contractors ("Contractor" or "Offeror") to perform Phase (2) of the planned, multi-phase improvements to Crossings Park. Phase (2) includes the construction of a new skate park to replace the existing skate park located at 4 Helmsman Way, as well as the construction of a new pump track located at 4 Haig Court, Hilton Head Island, South Carolina 29928. All work shall be performed in accordance with the specifications provided herein.

The Town of Hilton Head Island is soliciting sealed proposals from qualified and properly licensed contractors to perform Phase (2) improvements that will focus on construction of a new skate park to replace the existing skate park as well as the construction of a new pump track in accordance with the Construction Documents prepared by MKSK Landscape Architecture Urban Design Planning dated October 21, 2026, which are attached hereto as Exhibit C and Exhibit F respectively.

Skate Park Key features:

• A new half-pipe, 4 feet high with a 5-foot extension, designed for riders of all ages and skill levels to practice and develop new tricks.
• Additional ramps, banks, and boxes for a more dynamic riding experience.
• A concrete beach ball feature that adds variety and creative riding opportunities.
• Additional rails and ledges throughout the park to support skill development and progression.

Pump Track Key Features:

• Rollers (rounded humps) designed to help riders build and maintain momentum throughout the course.
• A 379-foot track built for continuous progression and suitable for all ages and experience levels.
• A 4-foot-high wall ride feature to challenge more advanced riders.

A Work plan and Construction Master Schedule (MS Project or Primavera) shall be developed by the Contractor and submitted with their proposal. The tentative timeline for the work to be substantially completed by the Contractor is February 2028.

The selected Contractor shall furnish all labor, materials, equipment, tools, supervision and related services necessary to complete the renovation work.

Contractor will be responsible for the removal and legal disposal of all debris. [...] The Town shall be responsible for securing all required permits. Contractor is responsible for ensuring compliance with all requirements of the Town and State codes for land disturbance, stormwater management, and sediment and erosion control.

Contractor shall call South Carolina 811 "No Cuts" to identify underground utilities prior to commencing work.

Proposals will **ONLY** be accepted electronically via the Town's Procurement Portal which can be accessed using the following link: hiltonheadislandsc.bonfirehub.com. Proposals must be submitted by **5:00 PM Eastern Time on December 10, 2026**.

Proposals will be publicly opened via virtual conference at **9:30 AM Eastern Time on December 11, 2026**.

An **OPTIONAL** Pre-Proposal site visit will be held on Tuesday, November 10, 2026, at 10:30 AM Eastern Time. Meeting location: 4 Helmsman Way, Hilton Head Island, SC 29928.

Offeror must complete and return with their proposal the "Checklist of Submittal Requirements", a copy of which is attached hereto as *Exhibit A*.

If the Offeror's proposed cost exceeds **One Hundred Thousand Dollars ($100,000)**, Offeror must submit with their proposal a completed Proposal Surety form, attached hereto as *Exhibit J*, which shall be accompanied by a PHOTO COPY of Proposal Bond in an amount equal to at least five percent (5%) of the amount of the proposed cost, made payable to the Town. If the proposed cost exceeds **$100,000**, the successful Contractor shall deliver to the Town within ten (10) business days from the commencement date of this Agreement a performance bond and a payment bond, each in an amount equal to 100% of the price specified in the contract.

Contract award will be made to the responsive and responsible Offeror whose proposal is the highest rated after evaluation on the following criteria:

• 34% Project Cost
• 33% References and Experience on Similar Projects/Qualifications of Company and Key Personnel
• 33% Project Schedule/Timeline
