Construction Inspection Services-The Fletcher Creek Sewer Equalization Tank Project

The City of Bartlett, an Equal Opportunity, Affirmative Action Employer, seeks to retain the services of a professional consultant engineering firm to provide Construction Inspection Services related to construction of The Fletcher Creek Sewer Equalization Tank Project.

Responsibilities of the Construction Inspector include, but are not limited to:

Required Scope of Services

• The selected firm will perform Construction Inspection for all Construction Phases.
• Construction Inspector must have experience in the following areas:
• Soil Compaction
• Concrete Construction
• Pipe Utility Installation
• Site Grading
• Erosion Control

Estimated Schedule for Performance of Work

- Construction is estimated to begin May 2027 and conclude by August 2028

Firms may request consideration by submitting a letter of interest along with qualifications to City of Bartlett, by email to Jake Crenshaw at jcrenshaw@cityofbartlett.org. All letters of interest and Qualifications must be received by City of Bartlett on or before **4:00 PM on Friday, December 4, 2026**. Responses shall be emailed, with the subject line "RFQ FY2027-11-008 CONSTRUCTION INSPECTION SERVICES – The Fletcher Creek Sewer Equalization Tank Project." Respondents shall attach a letter of interest and Qualifications in pdf format. The letter of interest and qualifications shall indicate the scope of services to be completed by any sub-consultants.

From the letters of interest, The City of Bartlett will select 3 qualified firms to submit Phase II qualifications. From this list the top ranked consultant will be selected.

The City of Bartlett will evaluate the top 3 firms on the following criteria (relative weight):

• Workload capacity; including amount of work under contract with the City of Bartlett, if applicable (15%)
• Past performance on agency projects (50%)
• Technical approach (e.g., project understanding, innovative concepts or alternatives, quality control procedures (25%)
• Other factors including interviews and demonstrations, as approved by the Agency (5%)
• Any approved non-qualifications based evaluation criteria (5%)

The consultant evaluation committee holds the ability to conduct interviews based on scoring as Phase III Evaluation.
