PERMIAN BASIN BEACON ROADWAYS AND INFRASTRUCTURE PROJECT Follow Solicitation

TFC is soliciting proposals for the Permian Beacon Roadways and Infrastructure project, Project No. 26-002-8111. The project includes construction of three new main roadways, associated landscaping, irrigation, lighting, and underground utilities to support future development. The work location is at the Permian Basin Medical Center at N. State Hwy 349 and Texas State Hwy 191.

Provide all materials, equipment, labor, coordination and supervisory activities necessary to complete construction of the project as more fully described in the *Attachment D – Project Manual*, and *Attachment E – Project Drawings*, which include specifications, drawings, and other contract documents, prepared by the A/E of record, Parkhill Smith & Cooper Inc., and TFC.

For the consideration of this RFP, TFC is assessing any known asbestos materials to be abated prior to demolition and construction. Any asbestos abatement is to be considered outside of the construction contract and budget of this RFP

Subcontractors providing service under the contract shall meet the same requirements and level of experience as required of the Respondent. No subcontract under the contract shall relieve the primary respondent of responsibility for the service.

**Submission method:** TFC is using the OpenGov electronic procurement system to receive responses. Facsimile and email proposals are not acceptable responses to this RFP.

**Proposal due:** December 15, 2026, 3:00 PM.

**Mandatory** pre-submittal teleconferences: respondents must have an employee of their firm attend at least one (1) of the two (2) pre-submittal conferences. An optional site visit will be held on December 2, 2026 at 10:00 AM at the Permian Basin Medical Center.

**Contract term:** Construction is required to commence within ten (10) calendar days after the Notice to Proceed is issued. The contract period is projected for a term of three hundred sixty-five (365) calendar days except as may be otherwise amended or negotiated.

**Bid bond:** Respondents shall submit an electronic copy of the original bid bond and associated Power of Attorney for the Texas Facilities Commission in the sum of not less than **5%** of base bid amount of the proposal.

A fully completed *Attachment C – VetHUB Subcontracting Plan* is **required**; TFC shall reject any response that does not include one.
