RFP 27-01 Major Middle School Furniture, Fixtures, & Equipment

The Comal Independent School District desires to identify and select a vendor or multiple vendors to provide turn-key services that include purchase, delivery assembly and placement/installation of all classroom & ancillary furnishings for the newly constructed elementary school.

Installation

Delivery and installation of all items shall be included in proposed pricing. All packaging and shipping materials shall be removed from items and disposed of at the contractor’s expense. Contractors shall not use District dumpsters to dispose of packaging and shipping materials. [...] The substantial completion date for the opening of the elementary school is June 1, 2027. Vendor must guarantee an installation start date scheduled for March 1, 2027, and the completion of the installation shall be no later than June 1, 2027. All furniture shall be delivered to Major Middle School - 6004 Guthrie Trail, New Braunfels, Texas 78130.

Storage of Furniture

In the event the facility is not ready for occupancy the awarded contractor agrees to store ALL furniture until the building is ready for occupancy. Contractor agrees to store ALL furniture at no additional cost to Comal Independent School District until the building is complete and ready for occupancy.

Personnel

The successful contractor must provide all qualified personnel necessary to perform the contracted services. All personnel should be direct employees of the contractor unless sub-contracting has been approved in writing by the District.

Submission

Submit electronically or one original, plus two (2) additional copies & one zip drive copy of each Proposal in a sealed, plainly marked envelope/container. Proposals submitted by facsimile or email will not be accepted.

Questions

All questions related to this request concerning documents, terms and conditions or contractual obligations shall be submitted directly through https://comalisd.bonfirehub.com/portal/. Questions submitted by other methods will not be considered.

Contract term

The contract shall commence on or about December 10, 2026, for a one (1) year period with the option, at the District’s discretion, for two additional one (1) year extensions.

Evaluation

Award for this proposal shall be based on the following criteria at the weights indicated:

• Purchase Price: 30 Points
• Reputation of Vendor and Vendor’s Goods and Services: 15 Points
• Quality of Goods and Services: 25 Points
• Extent to Which the Goods/Services Meet the District’s Needs: 20 Points
• Principal Place of Business: 05 Points
• Quality and Completeness of Proposal: 05 Points

Insurance

General Liability Insurance shall provide the minimum coverage of $1,000,000 per incident and $2,000,000 aggregate. Workers Compensation Insurance shall provide the minimum coverage of $500,000 for all employees of awarded contractor.

If contractor elects to use sub-contracted labor – a payment bond must be issued protecting the District from any liability due to non-payment.
