What the bid is for

The City of Round Rock, herein after “the City” seeks proposals from firms experienced in preparing Transit Development Plans (TDP). The TDP will be a guiding document for the City’s transit system and will help shape how and where bus services are provided, along with a vision for long-term service expansion including financial and infrastructure needs.

The TDP is intended to be a comprehensive planning document. The purpose of this plan is to analyze the City’s existing transit operations and make recommendations for the implementation of changes, improvements, and investigation of new services. The City envisions this project to serve as a blueprint for developing the future of public transit in the City over the next five (5) years.

Scope

The TDP will guide the evolution of Round Rock’s public transit system over the next five years (2027-2032) to help shape and improve existing public transit services, along with a vision for implementation for service refinement including financial and infrastructure needs.

The TDP must include the following:

  • Recommendations for a clear, efficient, accessible, and attractive public transit system to meet the current and future mobility needs of Round Rock residents.
  • A clear understanding of the operational, financial, and customer impacts of expanding, reducing, or otherwise modifying the ADA service area, including service beyond the federally required area.
  • Recommendations on transit service refinement, including improved connections for regional transit services.

A blueprint for near-term and long-term transit investments and service improvements that can guide the City's decision-making as Round Rock continues to grow.

Contractor responsibilities

  • Project management: kickoff meeting, monthly progress meetings, and monthly progress reports.
  • Public outreach and engagement: develop and implement a Community Engagement Program.
  • Survey: develop and implement a comprehensive survey program to obtain input from existing and potential transit riders regarding current and future transit needs.
  • System operations analysis: gather and analyze existing operating conditions for the City's Fixed Route, Commuter, On-Demand and ADA Paratransit services.
  • Older adults and persons with disabilities service delivery alternatives.
  • Transit service integration and operational model.
  • Autonomous transit pilot.
  • Future and alternative transit options and financial analysis.
  • Develop transit improvement and implementation plan: develop a five‐year implementation plan to help to ensure that the recommendations become a reality.
  • Final plan and executive summary: deliver a draft TDP to the project Manager at least one (1) month before the approval process is set to begin. Upon final completion, the Consultant will be responsible for providing ten (10) bound hard copies and a reproducible original of the study in high-resolution PDF format.
