VEHICLE TIRES & SERVICE

The purpose of this specification is to purchase Vehicle Tires and Tire Services for the City of Longview Fleet Services Division. Service includes tire changes, tire balancing, tire disposal, flat repair, alignment, and repair/retread. The contract resulting from this process will be an annual requirements style (as needed) contract. The City of Longview offers no warranty of volume of products to be purchased and has listed the amount of products as an estimate only.

The purpose of this specification is to purchase Vehicle Tires and Tire Services for the City of Longview Fleet Services Division. Tires will be purchased on an as needed basis. The City does not guarantee any specific amounts of tires or services requested either minimum or maximum.

**Response time during business hours:** The vendor must be able to consistently respond to tire service road calls no later than 45 minutes from the time they are called, while 30 minutes is preferred. Service at the vendor location must begin within 30 minutes of a City of Longview vehicle arriving for tire service. [...] Response time must be met at least 95% of the time, in any three (3) month period of this agreement.

**On-call services after hours:** The vendor will be on-call and must be able to provide service on nights, weekends, and holidays. A phone or pager number from the vendor must be provided to the City, whereby they can be reached 24 hours a day, seven days a week. The response time for on-call tire service must not exceed one (1) hour.

**Recap cores:** The City will only accept cores from Goodyear, Michelin, Bridgestone, BF Goodrich, or Firestone, which have been removed from a city vehicle. City of Longview will not accept exchanged cores. Cores will only be recapped if casings are in acceptable condition.

**Vehicle tire brands:** All Tires must be branded Goodyear, Michelin, BF Goodrich, Bridgestone, Firestone, Continental, and General, Toyo, or approved equivalent prior to bidding. No private labels produced by these manufacturers will be accepted. All tires must meet or exceed manufacturer recommended specifications per vehicle.

Bids must be placed in a sealed envelope and appropriately signed by a person having the authority to bind the firm in a contract. The City of Longview requests one original and one flash drive of your bid. **FACSIMILE TRANSMITTALS or ELECTRONIC EMAIL SUBMISSIONS WILL NOT BE ACCEPTED.**

Bids will be accepted until **3:00 PM, November 5, 2026**. Bids received after the deadline will be considered void and unacceptable.

The award will be made to the lowest and best bidder meeting all the specifications and agreeing to all terms and conditions listed in this document. The City of Longview reserves the right to award by best value. City of Longview wishes to contract with one vendor for all items and categories listed in this bid.

The term of this contract will be one (1) year or until satisfactory completion of all of the services specified. City of Longview reserves the right to extend this contract for four (4) additional one-year periods as it deems to be in the best interest of the City.

All prices, costs and conditions shall remain firm and valid for a ninety (90) day period, commencing on the day of the bid opening.
