Annual Fireworks After Dark Fireworks Display

The Town of Farmville is pleased to invite you to respond to this Request for Proposal (RFP) for the Annual Fireworks After Dark Fireworks Display. The intention of this RFP is to solicit responses and formal proposals for services of a qualified and experienced professional fireworks vendor to provide and perform a CLOSE PROXIMITY FIREWORKS DISPLAY on July 3, 2027, (rain date TBD) at approximately 9:00 p.m. The launch location will be from the roof of the Farmville Town Hall, 116 North Main Street, Farmville, Virginia. The Town reserves the right to change the location should a more suitable site be necessary.

The Fireworks After Dark display shall be close proximity in nature and at a minimum include the following:

• Opening display;
• Main display;
• Grand Finale;
• Minimum of 18-20 minutes for the entire length of the display.

The chosen Vendor shall provide:

• Applicable Virginia fireworks permits from the authority having jurisdiction.
• Identification and evidence of current Virginia certification for the responsible pyrotechnician, appropriate to the proposed display.
• A certified pyrotechnician on site during setup and performance.
• Compliance with the Virginia Statewide Fire Prevention Code and permit conditions.
• A rooftop safety plan (approved by the Town Fire Official or other authority having jurisdiction) prior to the display.

The Fireworks After Dark display shall consist of a total turnkey operation. The Vendor shall provide all required materials, labor and equipment to include, but not limited to; fireworks, safety equipment, shipping, setup, cleanup, certified personnel and supervision and permits for the display (firing).

References shall be provided for similar displays of equal magnitude and complexity for at least three (3) displays. References shall include names, addresses, email addresses and telephone numbers of the persons familiar with your presentation and longevity of displays with that reference.

Proposals shall include documented skill levels and experience of the vendor and all personnel assigned to set up and fire/launch the displays for this project.

**ONLY A TOTAL FIRM PRICE PROPOSAL WILL BE ACCEPTED** FOR THE ANNUAL FIREWORKS AFTER DARK DISPLAY TO BE PRESENTED (FIRED) ON JULY 3, 2027, OR THE CHOSEN RAIN DATE.

All proposals shall be submitted through the procurement portal at https://procurement.opengov.com/portal/farmvilleva no later than **2:00 pm on Thursday, November 19, 2026**. All proposals received after that time will not be accepted.

PRICING: Please complete attachment with lump sum price for display and upload with proposal documents.

The contract term is for one year with an option for two (2) additional one-year renewals.

Evaluation criteria

• Artistic design of fireworks display: 20 points
• Fireworks materials: 20 points
• Experience, expertise, and capability of the firm and pyrotechnicians: 20 points
• Price of the display: 25 points
• References: 15 points

**Insurance required:** Commercial General Liability of at least $1,000,000 per occurrence, $2,000,000 general aggregate; Excess or Umbrella Liability of at least $4,000,000; Automobile Liability of at least $1,000,000 per accident; Workers' Compensation and Employers' Liability of at least $1,000,000.
