Asphalt Paving Services RFP

The County of Rockingham, (the County) a political subdivision of the State of Virginia is seeking proposals from individuals, corporations, partnerships and other legal entities authorized to do business in the State of Virginia, to provide asphalt paving services.

To ensure the timely completion of asphalt repair and restoration projects, Rockingham County seeks to establish one or more contract(s) with a qualified contractor(s) capable of providing asphalt patching, repair, resurfacing, overlay, milling, replacement, and related paving services throughout the County. [...] The resulting contract is intended to provide a readily available source for asphalt repair and restoration services whenever and wherever such services are needed by Rockingham County.

The service agreement will provide comprehensive asphalt repair and maintenance services throughout Rockingham County, including but not limited to pothole repair, crack sealing, patching, pavement restoration, resurfacing, and other asphalt-related repair needs as required by the County.

Services may be required in connection with utility repairs, emergency response activities, facility maintenance, capital improvement projects, public safety operations, parks and recreation facilities, administrative sites, and other County functions.

Required proposal contents

• Section 1 – Signed Signature Sheet (Section 8.0)
• Section 2 – Plan/Methodology: Provide a description of the methodology for providing the services described in the Scope of Services, and a specific plan for providing the services.
• Section 3 – Qualifications/Experience: A brief company profile, resume of each staff member the offeror proposes to assign to perform the work, including appropriate certifications, and references.
• Section 4 – Price: Provide a detailed pricing schedule for the proposed goods and services, including all associated costs. Also provide a desired payment schedule.

Send one original and three copies of the clearly marked proposal "RFP # 26-1027-01 Asphalt Paving Services" **no later than December 4, 2026 at 2:30pm** to County of Rockingham, Attention: Rebecca Guthrie, 20 East Gay Street, Harrisonburg VA 22802. A removable media storage device containing two (2) digital copies of the proposal, one as submitted, and one as redacted to remove all confidential and proprietary material, must be included in the proposal packet.

However, if a proposal is electronically submitted, paper and digital copies will still be required to be submitted to the Finance Office by the deadline in the same manner as noted above.

The contract term for this agreement shall be for a three-year period. By agreement of both parties, the contract may be renewable for two additional one-year periods.
