Sealed bids are hereby solicited for construction of CHESTNUT GROVE CEMETERY DEVELOPMENT PROJECT located in Herndon, Virginia.
The Work generally consists of the clearing, grading, site development, stormwater and drainage improvements, roadway construction, landscaping, and related site improvements necessary for the development of approximately 3.7 acres at the northwest corner of Chestnut Grove Cemetery, located at 831 Dranesville Road. The completed improvements will accommodate approximately 2,500 burial sites, associated access roads, drainage and stormwater facilities, landscape improvements, and the design and construction of the three (3) Landscape Material Bins.
The Contractor shall be solely responsible for providing the design, engineering, structural calculations, materials, labor, equipment, and construction necessary to complete the Landscape Material Bins in accordance with applicable codes, regulations, and the requirements of the authorities having jurisdiction. The design and all necessary structural calculations shall be prepared, signed, and sealed by a Professional Engineer licensed to practice in the Commonwealth of Virginia. The Contractor shall submit the design drawings, structural calculations, and other required documentation to the Town’s Building Official for review and approval as part of the building permit application process. [...] The Professional Engineer shall be retained and compensated directly by the Contractor.
The Work shall also include the construction of an initial burial area with capacity for at least 100 burial plots. This area shall be constructed as a priority following installation and stabilization of the required erosion and sediment control measures and completion of required tree clearing, allowing the Owner to maintain ongoing cemetery operations during construction. The Contractor shall provide any additional surveying needed to establish appropriate grades for the initial burial area and ensure compatibility with the other improvements at no additional cost to the Town.
The Contractor shall furnish all labor, materials, equipment, supervision, temporary facilities, erosion and sediment control measures, coordination, restoration, and incidental Work necessary to complete the Project in accordance with the Contract Documents, including the Plans, Specifications, Geotechnical Report, applicable permits, codes, regulations, and requirements of authorities having jurisdiction.
Because the cemetery will remain operational throughout construction, the Contractor shall coordinate and sequence the Work with the Owner to maintain safe access and minimize disruption to ongoing cemetery operations, including burials, visitors, cemetery staff, and other activities.
This is a lump sum contract. Contract length is **270 calendar days** to the date of Substantial Completion.
All required approvals from the Virginia Department of Historic Resources (VDHR) for the Project have been received. The only remaining regulatory approval is from the U.S. Army Corps of Engineers (USACE), which remains pending. The Contractor shall not commence construction until USACE approval has been obtained, and the Owner has issued a formal Notice to Proceed.
The Town will provide a professional archaeologist to be present on-site during all ground-disturbing activities to monitor the work and ensure compliance with VDHR requirements and applicable conditions of approval. The Contractor shall coordinate and schedule all ground-disturbing activities with the Town to ensure the archaeologist's availability.
The contractor’s baseline schedule must account for long lead times, as extended durations of inactivity will not be acceptable.
