Salt for Roadway De-Icing and Brine

This Request for Proposal (RFP) seeks to solicit proposals to establish a contract through competitive negotiations by Virginia Polytechnic Institute and State University (Virginia Tech), an agency of the Commonwealth of Virginia. Virginia Tech is in search of Salt solutions for multiple uses across campus including roadway de-icing in the winter months and for the creation of Brine to be used in water softening process. Virginia Tech specifically requires both bulk roadway salt, as well as industrial solar salt and would like to see submissions for each of these types of salt.

The selected Offeror must provide all labor, materials, equipment, and transportation necessary to supply and deliver roadway salt to Virginia Polytechnic Institute and State University in accordance with all other requirements of this solicitation and comply with all applicable federal, state, and local laws and regulations

The following categories are required by Virginia Tech:

• Industrial Solar Salt – to be used for the creation of Brine by Virginia Tech Facilities
• Bulk Roadway Salt Preventative De-icing Blend – to be used for pre-treatment of roadways and anti-icing operations prior to the onset of winter weather events
• Bulk Roadway Salt – to be used for inclement weather roadway de-icing operations
• Bagged Salt (25 & 50 – lb bags) – to be used for de-icing maintenance in pedestrian areas, walkways, building entrances stairs, and other locations where deployment of bulk salt is not practical.

The offered products shall conform to all applicable standards for highway deicing salt, including the requirements of ASTM D632 and/or AASHTO M143.

Delivery address is 1704 Prices Fork Rd. Blacksburg VA. Materials will be loaded in to covered storage by VT Personal. Delivery receipts must be available at the time of each truck delivery.

Unless otherwise agreed upon in writing, all materials ordered through a Purchase Order (PO) shall be delivered within thirty (30) calendar days of receipt of the University's request and/or issuance of the Purchase Order.

The University reserves the right to request expedited delivery during emergency or severe weather situations. Contractors are encouraged to identify any available emergency response capabilities, delivery lead times, and associated costs in their proposal.

Proposals may NOT be hand delivered to the Procurement Office. Hard copy or email proposals will not be accepted. Late proposals will not be accepted, nor will additional time be granted to any individual Vendor. Attachments must be smaller than 50MB in order to be received by the University.

The term of this contract is for one (1) year(s), or as negotiated. There will be an option for five (5), one (1) year renewals, or as negotiated.

Virginia Tech reserves the right to award multiple contracts as a result of this solicitation.

**Insurance:** Worker's Compensation - Statutory requirements and benefits. Employers Liability - **$100,000.00**. General Liability - **$2,000,000.00** combined single limit. Automobile Liability - **$500,000**.

It is the intent of this solicitation and resulting contract to allow for cooperative procurement.
