NOTICE OF INTENT TO AWARD A SOLE-SOURCE MODIFICATION

Security Guard Services — CDC Facilities, Metro Atlanta, Georgia and Fort Collins, Colorado

Contract No. 75D30125C20468
NAICS Code: 561612, Security Guards and Patrol Services (size standard: $29 Million Dollars)
Place of Performance: CDC-owned and leased facilities, metro Atlanta, Georgia and Fort Collins, Colorado
Period of the Proposed Action: January 1, 2027 through January 31, 2027
Response Date: 1:00 PM Eastern Time, November 19, 2026

Intent and Authority

The Centers for Disease Control and Prevention (CDC) intends to negotiate a sole-source modification to Contract No. 75D30125C20468 with Chenega Global Protection, LLC for one month of continued security guard services covering January 1 through January 31, 2027. The proposed action is authorized under FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements (41 U.S.C. 3304(a)(1)).

Purpose

The modification will maintain continuous, uninterrupted security guard coverage at CDC facilities in metro Atlanta, Georgia and Fort Collins, Colorado during the January 2027 transition-in period of the competitively awarded follow-on contract. The ongoing requirement for these services has been competed; this action is confined to the single transition month.

Basis for the Sole-Source Determination

Chenega Global Protection, LLC is the only responsible source able to perform this requirement without interruption during the January 1–31, 2027 window.

The requirement is not merely to perform security guard services for one month. It is to assume full coverage of the security of multiple CDC campuses, including a BSL-4 select-agent laboratory and Sensitive Compartmented Information Facility (SCIF) posts on January 1, 2027 with no lapse, and to relinquish those posts to the follow-on contractor on February 1, 2027.

Guard personnel at these posts must already hold the requisite security clearances, CDC facility credentials and access badges, site- and post-specific certifications, and current weapons qualifications. The incumbent’s workforce is already fully cleared, credentialed, badged, post-certified, and in place.

Any source other than the incumbent would first have to complete its own transition-in — clearances, credentialing, badging, post certification, and weapons qualification — before January 1, 2027, and then immediately execute a transition-out thirty days later. The Government has determined, and has structured the follow-on contract to reflect, that a new contractor requires the full period of January 1–31, 2027 to complete transition-in alone.

Any lapse, gap, or partial coverage would create an unacceptable risk to life safety, to the physical security of select agents at the BSL-4 laboratory, and to classified national-security information within the SCIF. Accordingly, for this limited period, only one responsible source can satisfy the agency’s requirement.

Capability Statements

All responsible sources may submit a capability statement, which the agency will consider. To be responsive, a capability statement should address how the respondent would complete transition-in at the identified CDC facilities — including security clearances, credentialing, badging, post certification, and weapons qualification — so as to assume full post coverage effective January 1, 2027, and complete transition-out to the follow-on contractor by January 31, 2027, with no lapse or degradation in coverage at any point during the period.

Notice Limitations

This notice is not a request for competitive quotations and is not a solicitation. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not reimburse any costs associated with responding to this notice.

Submission Instructions

Capability statements must be received by Contracting Officer Mike Davis at VWL8@CDC.GOV no later than 1:00 PM Eastern Time on November 19, 2026. Responses received after that time will not be considered.
