Replace the UV disinfection system at the “City of Bisbee Wastewater Treatment Plant”

The City of Bisbee is seeking sealed bids (“Bids”) in the manner specified herein from qualified vendors (“Vendor”) capable of providing the following goods and/or services: Replace the UV disinfection system at the “City of Bisbee Wastewater Treatment Plant”.

Contractor shall furnish all labor, materials, equipment, and supervision necessary to complete the Work as described herein and in referenced attachments. This Scope of Work (SOW) includes detailed design, materials, installation, coordination, and services for installation, testing and startup of one complete ultraviolet (UV) disinfection system.

All equipment and facilities shall be provided, installed, and constructed by the Contractor to provide the Owner with complete, ready to use facilities.

The work to be constructed is to be located at Bisbee Wastewater Plant, 2969 S Bob Kasun Way, Bisbee, AZ 85603.

Contractor Scope Summary

• Prepare and submit for the Owner’s review, approval, or acknowledgement of all Submittals as required by Specifications.
• Procure products and materials to complete the Work.
• Mobilize and place temporary facilities
• Isolate UV disinfection system prior to demolition.
• Mechanical, electrical, and I&C demolition of the existing equipment back to UV area distribution panel and UV control panel.
• Repair concrete where required to install the new equipment.
• Install UV Disinfection System Components in accordance with Specifications.
• Electrical and I&C installation to be as shown on electrical drawings; see pages 14 – 27 of 27.
• Contractor shall perform all Work in a manner that does not cause any damage to the canopy currently installed above the UV System.
• Perform final hookups.
• Perform mechanical, electrical, and I&C completion, punch list resolution, testing and startup in coordination with Owner, Operator, and equipment manufacturer’s site representative.
• Legally dispose of all materials and equipment that is not returned to Owner.
• Finalize project close out deliverables, cleanup and disposal for Final Acceptance.
• Obtain ADEQ permit, as needed.

Work of this section includes design, fabrication, factory testing, delivery, installation, onsite services during construction and commissioning of an open-channel Ultraviolet (UV) Disinfection System, equipped with low pressure high output (LPHO) lamps, complete and operable with all power, control equipment and accessories necessary for an operating system.

Contractors interested in the above project should submit a “Invitation for Bid” (IFB) which includes a one-page cover letter plus a maximum length of eighteen (18) pages to address the IFB criteria. Please provide all submissions in the form of a digital copy and email it to submissions@bisbeeaz.gov by **1:00 P.M., Arizona Time, on December 3rd, 2026**.

Please be advised that failure to comply with the following criteria will be grounds for disqualification and will be strictly enforced:

• Digital copy sent in email to submissions@bisbeeaz.gov.
• Receipt of submittal by the specified cut-off date and time.
• Adherence to maximum page requirements.

Bids may be withdrawn upon the submission of written, signed request submitted by the Vendor prior to the due date and time. Bids may not be amended or withdrawn after the due date and time.

Unless otherwise stated, the Contract will be awarded to the lowest responsive, responsible bidder who has demonstrated the ability to perform as required. Factors that will be considered in making this award include technical capability of the Vendor, performance history, demonstrated availability of the necessary people and equipment, price and timeliness of the performance.
