As-Needed Concrete Construction (CIP No. 8290)

PUBLIC NOTICE IS HEREBY GIVEN that sealed bids will be received by the City Clerk of the chartered City of Vista (“Agency”) for furnishing all plant, labor, services, materials, tools, equipment, supplies, transportation, utilities and all other items and facilities necessary therefore, as provided in the Contract Documents, for the “As-Needed Concrete Construction, CIP No. 8290” in strict accordance with this Specifications on file in the City of Vista Engineering Department.

The Agency intends to award up to (2) two, a one-year (12-months) Contracts to the up to (2) two lowest bidders for the “As-Needed Concrete Construction, CIP No. 8290” with the possibility of three (3) optional successive one-year renewal periods, at the Agency’s full discretion.

The Work generally consists of: stormwater pollution prevention and erosion control, demolition and removal/ disposal, site specific traffic control plans, construction staging, clearing and grubbing, minor site grading, aggregate base, PCC sidewalk, PCC curb and gutter, PCC curb ramps with ADA requirements, PCC driveway entrances, PCC alley entrances, PCC cross-gutter and spandrel, asphalt road paving, slot patches, asphalt transitions, asphalt landing areas, pavement restoration, relocating signs, relocating mailboxes, relocating private drain pipes, utility coordination, signing, restriping, private driveway repair, and other related work.

The Work to be constructed is located throughout Vista, California on an as-needed basis. For each Task Order, typical facilities where work will be performed shall consist of, but not be limited to streets and alley easements and right-of-way, City parking lots, and other City facilities.

**Submission:** All Bidders are required to submit their bid electronically through the City’s Electronic Bidding System (OpenGov Procurement). Hardcopy bids will not be accepted. Bids shall be submitted electronically no later than **2:00 PM on Wednesday, November 25, 2026**.

**Bid security:** Each bidder shall submit with his bid an unconditional certified or cashier's check drawn on a solvent state or national bank, or a bidder's bond with a responsible corporate surety. Said bid security or bidder's bond shall be in a sum at least ten percent (10%) of the total base bid amount. Bidders must also mail their bid security or original bidder’s bond with a postmarked date no later than the Bid Date.

**License:** The Contractor shall be required to possess at a minimum a valid California Class A General Engineering Contractor License at the time that the Contract is awarded.

**Contract term:** The initial term or period of the contract shall be one year (12-months) from date of award with the possibility of three (3) optional successive one-year (12-months) renewal periods.

**Prevailing wages:** Payment of prevailing wages and compliance with the California Labor Code Sections 1770 et seq IS **required** for this Project.

The Engineer’s Opinion of Probable Construction Cost for this Project is five hundred thousand dollars ($500,000) for the base bid items.
