The San Bernardino County (County), is seeking Proposals from interested and qualified Proposers to provide Automotive Maintenance and Repair Services for fleet vehicles owned and operated by the County. The number of awards will be determined by the quality of the proposals received.
Purchasing will issue a nonexclusive agreement(s) to maintenance/repair vendors who meet the minimum qualifications of this RFQ and agree to the terms and conditions of this RFQ and the Sample Contract Template Attachment - M.
The County will compile a qualified pool of vendors who will be approved to provide the services outlined in this RFQ. Inclusion on this list of approved Proposers is not a guarantee that a Proposer will receive any business from the County, only that County departments may use the Proposer to provide those services as needed.
The successful Proposer(s) shall provide services in one or more of the following service categories:
The County owns and maintains a vehicle fleet that includes various models of passenger cars and light trucks, as well as various medium to heavy-duty vehicles and equipment. These vehicles include approximately 650 patrol cars, 1,800 miscellaneous law enforcement vehicles, 1,900 general purpose fleet cars and light trucks, and 1,500 miscellaneous medium and heavy-duty vehicles at various locations throughout the County.
The County requires same day service for routine maintenance such as oil/filter changes, tires and brakes. Proposers shall give priority service to Safety and Law Enforcement Department vehicles. Priority service means 4-hour turn-around on all routine repairs including brakes, etc. and routine maintenance.
The Proposer must obtain verbal authorization or approval from the County department providing the vehicle for repair before any work is started. [...] Repair work performed by the Proposer shall be warrantied at a minimum for the lesser of 90 days or 4,000 miles (1 year for heavy equipment) for defective parts or workmanship, unless parts have warranty coverage for longer periods.
**Proposals will not be accepted by email or facsimile.** Proposals must be submitted electronically through ePro, as specified in this RFQ, and must be received by the Deadline for Proposals. All proposers must register in ePro and submit a complete proposal by the specified deadline. Failure to do so will result in disqualification.
The Contract period will be for a maximum of 5 years, beginning on July 9, 2027, and ending on July 8, 2032.
Proposals shall remain open, valid and subject to acceptance anytime within nine (9) months after the Proposal submission.
The County realizes that criteria other than price are important and will award contract(s) based on the Proposal that best meets the needs of the County.
**Mandatory** Minimum Qualifications: Proposers shall have no record of unsatisfactory performance within the past three (3) years. [...] Proposers seeking to be authorized to do business with the County must have been in business as an automotive repair/service vendor for a minimum of one (1) year prior to the due date of the RFQ. [...] Provide proof of registration with the State of California Bureau of Automotive Repair (BAR) and have a San Bernardino County Hazardous Waste Generator Permit.
