What the bid is for

The Ontario International Airport Authority (OIAA) is issuing a Request for Information (RFI) to identify qualified vendors and available solutions for an Earthquake Early Warning (EEW) system at Ontario International Airport (ONT) in support of the California Governor’s Office of Emergency Services (Cal OES) California Earthquake Early Warning Airport Grant Program.

OIAA seeks information from vendors with expertise in EEW technologies, systems, equipment, applications, integration, and related services that utilize the U.S. Geological Survey (USGS) ShakeAlert signal. OIAA is interested in solutions that can enhance warning capabilities for airport passengers and employees and support automated protective actions before earthquake shaking begins.

Scope

OIAA is issuing this Request for Information (RFI) to identify available Earthquake Early Warning (EEW) system solutions that provide expanded warning capabilities, automated responses and protective actions at Ontario International Airport (ONT). Information received through this RFI will assist OIAA in evaluating available market solutions and developing the scope, technical requirements, specifications, and procurement approach for a potential future Request for Proposals (RFP), Invitation for Bids (IFB), or other competitive solicitation.

These applications, products, and/or services would use the USGS ShakeAlert signal to expand the use and application of the California Earthquake Early Warning System (CEEWS) throughout the Airport in two critical areas:

  • Alert passengers and employees at the Airport to take action to protect themselves with drop, cover, and hold on (DCHO) before shaking starts via EEW equipment and systems including, but not limited to: PA systems, intercoms, alarms, and speakers; ADA message boards; Handheld two-way radios; Voice over Internet Protocol (VoIP); Visible lights, audible alerts, and fire alarm boxes; Situational awareness notifications to personnel and facilities.
  • Take automated protective actions by activating or ceasing critical processes before shaking starts to minimize injuries to people and reduce damage to property and infrastructure including, but not limited to: Open gates; Slow and/or stop people-moving devices, such as escalators, and move elevators to the nearest floor; Clear and control access points; Throttle valves for gas, water, etc.; Shut down or turn on industrial systems, such as motorized equipment; De-energize electrical control panels; Monitor pre- and post-earthquake building conditions.

The primary purpose of this RFI is to identify and understand available EEW solutions, including their capabilities, potential applications, and scalability within an airport environment. General budgetary cost information is also requested, to the extent available, to assist OIAA in evaluating potential implementation options and funding considerations.

Respondents shall provide documentation demonstrating that they are a USGS ShakeAlert Earthquake Early Warning (EEW) System Technical Partner at the time of submission.
