What the bid is for

The Monterey Peninsula Regional Park District (District) is requesting proposals from qualified firms to conduct a Classification and Compensation study on the District's behalf. The term of the agreement to provide such services will be for seven (7) months.

The proposal package shall present all-inclusive fees for the term of the contract. If awarded, the contract may be canceled if the District determines the services to be unsatisfactory.

Scope

The District employs a small team of approximately 25 staff members, representing 15 different classifications. All District staff are non-represented and the District contracts with the California Public Employees' Retirement System (CalPERS) for retirement and medical benefits.

The District's goals are to:

  • attract and retain qualified employees;
  • ensure positions performing similar work with essentially the same level of complexity, responsibility, and knowledge, skills, and abilities are classified together;
  • provide pay commensurate with assigned duties;
  • provide recognizable compensation growth; and
  • maintain a competitive position with other comparable governmental agencies within the same geographic area.

The District is seeking proposals from qualified professional consulting firms to conduct a comprehensive Classification and Compensation Study (Study). The Study will benchmark against other similar organizations, preferably within California's Central Coast, Bay areas, and along the region's US 101 Interstate corridor.

The Study shall result in an updated compensation (salary) package recommendation provided to the Board, as well as updated job descriptions (last updated in 2023) and classifications for all current, vacant, and proposed District positions.

The consultant will review the District's positions, including job descriptions, salaries and benefits information, and the current staffing model. A job audit of all positions shall be completed, which may include interviews with staff, division leads and the Administrative Services Manager to verify and validate current job descriptions.

The selected firm will conduct an analysis of said positions, compensation, and staffing model structures and evaluate against comparable agencies (which shall be approved by the District Board). Job descriptions and classifications will be analyzed for Fair Labor Standards Act (FLSA) and Americans with Disabilities Act (ADA) compliance.

After review and analysis, consultant will make recommendations to the District Board on changes to salary and duties, and also identify gaps in the current staffing model. The selected firm will also advise on revisions to current job descriptions and classifications (including FLSA designations), and the potential addition of new classifications to address current gaps, if any, and those that may exist if the District acquires additional properties.
