What the bid is for

The Bay Area Air Quality Management District ("the Air District") seeks information and conceptual ideas from content management system vendors, implementation and migration service firms, systems integrators, and other interested parties who have knowledge of platforms and approaches for modernizing a large, multilingual, public-agency website. The information gathered from this Request for Information ("RFI") will be used as a guide to understand available solutions and identify vendors who can provide software and services for the Air District's Website Modernization program. The information may also influence how a future Request for Quotes or Qualifications ("RFQ") or Request for Proposals ("RFP") is structured. [...] The Air District's requirements are still being finalized. This RFI is issued for planning and information-gathering purposes only.

Scope

The Air District's website is a primary channel for regulatory information, permits and compliance material, air quality data, public meetings, grant programs, and multilingual public communications.

The Air District's core requirements for the modernized web presence and content management system include but are not limited to:

  • Provides an accessible, mobile-responsive public web presence that meets or exceeds Web Content Accessibility Guidelines (WCAG) 2.1 AA, both at render time and at authoring time.
  • Provides multilingual publishing across all Air District web properties and published languages, with governable translation workflows and integration with translation management tooling.
  • Provides a safe, productive authoring experience for a small number of frequent expert users alongside a larger population of occasional editors: guided editing, role-based permissions, workflow approvals, versioning, and scheduled publishing.
  • Has the ability to manage a portfolio of related public sites under one installation and governance model, with shared templates and per-site permissions.
  • Has the ability to integrate with existing and/or new systems, including customer relationship management, agenda and public-meeting platforms, document management, and real-time air quality data displays.
  • Provides security levels that protect the Air District and public users' data and personal information, including single sign-on (SAML 2.0 or OpenID Connect with Microsoft Entra ID as the identity provider) for authoring and administrative access and a documented patching and vulnerability management practice.
  • Provides retention, search, and export of published content history sufficient to support the Air District's responses to public records requests.
  • Offers vendor-provided system support, including Service Level Agreements (SLAs) that state an uptime percentage, response and resolution times by issue severity, and page-load performance targets, plus post-production support.
  • Provides a total cost and staffing model the Air District can sustain over the life of the platform.

The Air District is also exploring the following areas. They are not yet firm requirements, and responses will help decide whether and how they are included in a future solicitation:

  • AI-assisted authoring, search and translation with human review;
  • Online forms; email newsletters and subscription management; and
  • The hosting model.

When responding to this RFI, please describe and price two models separately: one where the Air District, or a separately procured partner, builds and operates the front end against your APIs, and one where your team builds and hosts it.
