What the bid is for

Boulder County is looking to hire a consultant to assist with the development and advancement of construction & deconstruction (C&D) waste policy across Boulder County and its cohort member municipalities: Erie, Lafayette, and Longmont. Project activities include conducting ordinance research, interviews with peer communities, end market review, and stakeholder engagement work. The goal of this project is the development of a C&D ordinance that may be adopted by each cohort member.

The consulting firm may also assist with policy implementation activities such as staff training, comparing data tracking options, and creating bilingual (English and Spanish) educational resources for contractors and homeowners. Funding for this project comes from a State of Colorado grant, which is a pass through from a federal grant. Boulder County staff will be lead project management and be the main point of contact for this project.

Scope

The following list of tasks are the county’s desired project tasks. Please note that the consulting firms may split up, re-combine or reorder these tasks as they see fit.

  • Task 2: Ordinance Research. The consulting firm will research C&D policy and key elements, including diversion goals, incentive and enforcement mechanisms, data tracking and program staffing. The contractor will interview selected communities with existing policies to better understand policy mechanisms, challenges, and successes.
  • Task 3: End Market Assessment. The consulting firm will provide a desktop review of regional end markets, which may include verification of key markets with three contact attempts.
  • Task 4: Stakeholder Engagement. The contracted firm will develop a stakeholder facilitation plan, which identifies key stakeholders and outlines when and how best to engage them in the policy process. The contracted firm will host at least one (1) meeting in each cohort community (Erie, Lafayette, Longmont and Boulder County).
  • Task 5: Ordinance Development. The consulting firm will draft policy recommendations and ultimately draft policy language.
  • Task 6: Policy Adoption Assistance. The consulting firm will present policy material to municipal and county elected officials and councils.
  • Task 7: Policy Implementation Assistance. The consulting firm may be asked to assist with policy implementation activities such as researching data tracking options and providing staff training.
