London Foggers Truck-Mounted Generators

The County of Volusia, Mosquito Control Division (hereafter referred to as “County”), requests quotes for the purchase of four (4) London Foggers 18-20 truck-mounted Ultra-Low Volume (ULV) cold aerosol generators for adult mosquito control.

The County currently operates a standardized fleet of London Foggers Model 18-20 ULV units. Treatment activity is monitored and recorded through Frontier Precision FieldSeeker Windows ULV Mobile, which communicates with each unit's flow controller over an RS-232 serial connection.

The units purchased under this request must be compatible with existing standardized systems without modification to County software, vehicles, or procedures. For fleet standardization purposes, no substitutions will be allowed.

**Submission:** Responses must be submitted electronically through the County's eProcurement Portal (OpenGov Procurement) at https://procurement.opengov.com/portal/volusia, before **3:00 pm on Wednesday, November 18, 2026**. Responses received after this time will not be considered.

Evaluation

• Total Cost; Vendor shall provide pricing to include all associated costs including freight FOB destination. Award will be made to the lowest total cost on the Price Sheet.
• Delivery; Vendor shall provide delivery timeframe in Vendor Questionnaire section 6.1.
• Past Performance. All Respondents are required to submit a list of three (3) references / relevant projects completed within the last three (3) years that are the same or similar in magnitude to this Solicitation. The County of Volusia shall not be listed as a reference.
• All technical specifications associated with this Invitation to Bid (ITB).

Award will be made to the lowest responsive, responsible, Respondent whose Response represents the best overall value to the County when considering all evaluation factors.

**Insurance:** Commercial General Liability, **$1,000,000** each occurrence and **$2,000,000** general aggregate.

**Contract term:** An initial one (1) year term with the option for No renewals.

Prices shall remain firm for a period of at least ninety (90) days from the date of Solicitation opening.
