What the bid is for

The City of Orlando ("City") is seeking Qualifications Statements from interested Consultants registered in the State of Florida to provide Professional Engineering Services pursuant to Section 471.023 of the Florida Statutes for RQS27-0008 Transportation Engineering and Planning Services for Safe Speeds Lab which will be funded partially or entirely through Agreement Fiscal Year 2025 Safe Streets and Roads for All (SS4A) Grant from U.S. Department of Transportation (USDOT).

The USDOT awarded the City an SS4A grant to fund the Safe Speeds Lab, which encompasses supplemental planning and demonstration activities supporting Orlando’s Vision Zero Action Plan. The selected Consultant will partner with the City’s Transportation Department, including two grant-funded staff members—to deliver a proactive, contextual citywide Speed Management Plan informed by quick-build demonstration activities designed to reduce traffic speeds.

The Consultant will be responsible for the coordination of the services to be provided by itself and its subconsultants. This will include a Project kickoff meeting to be followed by biweekly meetings until project closeout between the parties unless waived by the City, and quarterly Vision Zero Task Force Meetings. As part of the scope of services, the Consultant shall develop the Public Engagement Plan in collaboration with City staff and track progress toward engagement goals.

The Consultant shall provide the required deliverables included but not limited to:

  • Meeting agendas and slides.
  • Development of project collateral such as flyers, postcards and other outreach materials based on City standards and approvals.
  • Website content.

  • Proposed Speed Management Networks: Large Vehicle Network; Emergency Response Network and Emergency Signal Pre-emption assessment and recommendations; Target Speed Network for all roads within City limits; Family Safe Speed Zone Locations; A Countermeasure Toolbox tailored to Orlando’s specific speed management challenges, to achieve target speed.
  • Engineering and Recommendations: Prioritized Project List / Speed Management Project Bundles; Policy and Practice Recommendations; Development of standard details; Quick Build Evaluation Plan.

Quick Build Demonstration Activities (Phase 1)

The Speed Management Plan will be informed by quick-build demonstration activities. [...] The Consultant shall assist with National Environmental Policy Act (NEPA) and right-of-way certification before notice to proceed for design of quick-build projects can commence. In total, the City intends to install 40 miles of Speed Management demonstrations [...]
