West Hangar Development at Apalachicola Regional Airport

Notice is hereby given that the Franklin County Board of County Commissioners will receive sealed bids at the Franklin County Office of the Clerk of Court, Attn: Jessica Gay, 33 Market Street, Suite 203, Apalachicola, Florida 32320 (office: 850-653-8861) until 4:00 P.M. Eastern time (EST) on Monday, December 14, 2026, for the West Hangar Development project at Apalachicola Regional Airport.

Funding for this project is being provided by the Florida Department of Transportation.

The project generally includes, but is not necessarily limited to the following tasks:

Construction of asphalt taxilane and apron pavement, storm drainage, water and sanitary sewer utilities (including a grinder lift station), pavement markings, sodding, and associated construction safety and phasing measures. Additive alternates include construction of up to four pre-engineered T-hangar buildings (23 units total).

**Submission:** Bids must be submitted in a sealed envelope clearly marked “BID ENCLOSED: WEST HANGAR DEVELOPMENT– APALACHICOLA REGIONAL AIRPORT.” All bids will be publicly opened and read aloud in the regularly scheduled meeting of the Board of County Commissioners on Wednesday, December 16, 2026.

Beginning on Thursday, October 29, 2026, bidding documents may be examined at Franklin County Administration Office, 248 Highway 98, Eastpoint, Florida 32328 (office: 850-653-5143). Digital copies of the above documents may be obtained from the office of AVCON, INC., 320 Bayshore Drive, Suite A, Niceville, Florida 32578 (office: 850-678-0050). Questions relating to the Bid Documents shall be submitted to the Engineer in writing.

**Bid security** in the amount of at least five percent (5%) of the total bid must be submitted with the bid. The bid security may be either a certified check or a proposal guaranty bond executed by a surety company authorized to do business in the State of Florida. Bid security shall be made payable to the Franklin County. The successful bidder must be able to furnish a 100% Performance Bond and a 100% Labor and Materials Payment Bond and shall begin execution of this contract within five (5) calendar days following the date of the Notice to Proceed. Franklin County has established a Disadvantaged Business Enterprise (DBE) goal for this project. The DBE participation goal for this project is 0%.

The Franklin County Board of County Commissioners reserves the right to reject any and all bids, to waive any technical or legal deficiencies and to accept any bid that it may deem to be in the best interest of the County. No bidder may withdraw his/her bid for a period of 120 calendar days following the bid opening.
