27-03 Records Warehouse HVAC Renovation & Modifications

The Houston County Board of Commissioners invites sealed bids from qualified contractors for HVAC renovation and modifications to the Records Warehouse located at 2020 Kings Chapel Road, Perry, Georgia 31069.

Applicable specification divisions include Division 00, Division 01, and Division 23, excluding Section 23 0593, which will be contracted separately by the Owner. Bidders shall review the complete project specifications and any issued addenda when preparing their bids.

Minimum Contractor Qualifications

• Attend the mandatory pre-bid walkthrough.
• Hold a current Non-Restricted Conditioned Air License issued by the State of Georgia.
• Provide 24-hour emergency service and maintain an office within 60 miles of the project site.

Bids must be received by the stated deadline at the sealed bid delivery address above.

**Sealed bids due / bid opening:** Thursday, December 10, 2026 | 2:00 PM

Bid security and required documentation

• Bid security in the amount of five percent (5%) of the bid, furnished as a bid bond or an acceptable letter of credit in lieu of a bond.
• A completed E-Verify affidavit and the bidder's E-Verify number, marked on the outside of the sealed bid envelope.
• Evidence of general liability insurance with coverage of $1,000,000 including auto and workers' compensation insurance.

Contract bonds

The successful bidder will be required to furnish a Performance Bond and a Payment Bond, each in an amount equal to one hundred percent (100%) of the total contract amount. Bonds must be issued by an acceptable surety company licensed to do business in Georgia and listed in U.S. Department of the Treasury Circular 570, latest edition.

Official responses and any changes to the bidding documents will be issued by written addendum no later than December 3, 2026, at 5:00 PM, and distributed to the email addresses provided on the mandatory pre-bid sign-in sheet.

The Houston County Board of Commissioners reserves the right to accept or reject any or all bids and to waive technicalities.
