Construction of Parking Deck for the Judicial & Administrative Complex

Rockdale County is requesting Competitive Sealed Proposals for the Construction of Parking Deck for the Judicial & Administrative Complex. The Contractor will furnish all products, tools, construction equipment, skill, and labor of every description necessary to carry out and to complete in a good, firm, substantial workmanlike manner for the Construction of Parking Deck for the Judicial & Administrative Complex in accordance with the County’s Request for Proposal No. 26-16. Contractor shall provide, at their expense, all vehicles and equipment necessary to provide this work.

Contractor shall construct a new 6 level commercial parking garage with approximately 420 vehicles adjacent to the new Judicial Administrative Complex on the property located at 930 S Main St NE Conyers GA 30012. A general description follows with complete plans and specifications included as addendum to this bid.

Plans and Specifications

• See attached construction drawings and project manual for detailed plans and specifications.
• Contractor is expected to follow industry best management practices and to bridge any minor omissions or discrepancies in plans and specifications.
• Contractor shall provide their schedule of values with proposal submission.

Value Engineering

- Subject to the process outlined in this bid, Contractor shall develop a comprehensive list of value engineering suggestions along with deductive cost to ensure that the parking deck can be constructed within the established construction budget.

Demolition

• Contractor shall be responsible for demolition of the existing building, including disconnecting the utilities in coordination with owner’s representative.
• Contractor shall provide temporary fencing for security of construction materials, protection of the existing courthouse, and safety of staff.

Concrete Structure

• Contractor shall construct a concrete parking deck per the specifications and plans attached. All colors, options and finishes will be determined by owner from standard palettes.
• Contractor will submit schedule of values and construction schedule within two weeks of Notice to Proceed (NTP) issued.
• Contractor shall provide submittals to architect with copy to owner.

Site work

• Contractor shall review attached geotechnical report for underground surfaces including rock and water table.
• Contractor shall be responsible for and shall include costs for temporary and permanent de-watering.
• Contractor shall include cost for standard parking wayfinding signage.
• Contractor shall be responsible for tie-in of entry/exits to city streets and integration of curb and pavement as needed to make a smooth and seamless roadway.
• Contractor shall include an owner’s contingency of 5% of the total cost of construction in addition to construction contingency.

IT

• Contractor shall install conduit and pull string according to plans to connect low voltage items and to connect parking deck to JAC facility for network use.
• Low voltage wiring and devices shall be by owner.

Sealed proposals will be received at the Rockdale County Finance Department, Procurement Division, 981 Milstead Avenue, Conyers, GA 30012 no later than **2:00 P.M., local time, Thursday, December 10, 2026**. One (1) USB Flash Drive in Adobe PDF format will be required for review purposes. Telephone, Emailed or Facsimile proposals will not be accepted.

This is a past performance/quality/price trade-off source selection in which competing offeror’s past and present performance history and product quality will be evaluated on a basis approximately equal to price.

**Bonds:** Each bid shall include a bid bond in the amount of five percent (5%) of the total bid amount as guarantee that the bidder shall not withdraw the bid for 120 days after the scheduled bid opening. Upon execution and delivery of the contract, the bidder shall furnish Rockdale County a performance bond and a payment bond for the full amount of the contract.

The Contractor must provide a copy of its Georgia General Contractor’s License. The contractor shall pay liquidated damages of $100.00 for each calendar day that there is default of completing the Work within the time limit named herein. The contract term is TBD.
