Tree Canopy Coverage Assessment Contract Services

The City of Pooler (hereinafter referred to as "CITY"), located within the State of Georgia, is seeking proposals from qualified and experienced urban forestry consultants (hereinafter referred to as "CONSULTANTS") to conduct a comprehensive Tree Canopy Coverage Assessment, as outlined in the Scope of Services.

The primary purpose of this RFP is to solicit competitive proposals from qualified and experienced CONSULTANTS to provide a City-wide tree canopy coverage assessment and create a geodatabase for the CITY. The CITY intends to enter into a professional services contract with the selected CONSULTANT for a 12-month term, with one six-month option for renewal, extending the contract, up to a total of 18 months.

The selected CONSULTANT will be responsible for performing all services in compliance with municipal, state, and local regulations, including those specific to the State of Georgia, as well as any relevant American National Standards (ANSI) A300 Tree Care Standards, and (ANSI) Z133 Arboriculture Safety Standards and International Society of Arboriculture (ISA) Best Management Practices.

The CITY requires CONSULTANT services in the following areas:

Tree Canopy Coverage Assessment

1. Tree canopy coverage assessment to be performed under the supervision of an ISA certified arborist.
2. The selected CONSULTANT shall provide all labor, materials, equipment, transportation, license, permits, travel and all other ancillary costs necessary to complete the scope of services described in this RFP.
3. Assess existing tree canopy coverage citywide using LiDAR technology via drone or aircraft.
4. Data collection shall include percentage of tree canopy coverage to ground cover and other viable tree data that reflects the status, condition, or inventory of the CITY'S urban forest.
5. Provide tree inventory results capable of GIS mapping, reporting and data export.

**Submission method:** Submittals are to be mailed or hand delivered to City of Pooler, Attn: City of Pooler, City Clerk, 100 US Highway 80 SW, Pooler, GA 31322. Submittals are due **November 6, 2026 at 2pm** in Pooler City Hall Second Floor Training Room, where they will be publicly opened.

CONSULTANTS are responsible for the delivery of submittals prior to the submittal deadline and during the normal business hours of 9:00 A.M. to 5:00 P.M., Monday through Friday. Submittals received after the due date may be disqualified.

The proposal must include a statement regarding the ability to obtain or maintain commercial liability insurance in the amount of **$1,000,000**, listing the CITY as an additional insured.

The CONSULTANT is required to provide adequate insurance and bonding as specified by the State of Georgia and the CITY to cover potential risks during the execution of the work.

Initial Term: 12 months. Automatic Renewal: No.

Payment Terms/Payment Schedule: Net 30 days from receipt of invoice.

Holding Time: the Proposal may not be withdrawn for a period of ninety (90) days following the Proposal Opening Date.
