This Request for Proposals (RFP) is being issued to soliciting proposals from qualified Offerors to provide professional consulting services to conduct an enterprise-wide compliance gap analysis, compliance program maturity assessment, and strategic implementation roadmap for the University of Hawaiʻi System Compliance and Ethics Office.
The Compliance and Ethics Office was recently established to provide enterprise-wide leadership, coordination, oversight, and strategic direction for compliance and ethics activities throughout the University of Hawaiʻi System. The University has appointed its inaugural Chief Compliance and Ethics Officer (CCEO) and seeks an independent assessment of its current compliance environment to establish a foundational understanding of existing compliance-related functions, capabilities, risks, strengths, and opportunities for improvement.

The assessment shall be mapped to the United States Department of Justice's Seven Elements of an Effective Compliance Program and informed by higher education compliance leading practices.
The Offeror shall provide a data-informed and risk-based evaluation of the University's current compliance posture, identify compliance program gaps and organizational risks, assess program maturity, and develop a prioritized multi-year implementation roadmap designed to assist the Chief Compliance and Ethics Officer in the development and operationalization of an effective enterprise-wide compliance and ethics program.
